This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Psychosocial Rehabilitation Recovery Center (PRRC) is an outpatient service within the Social Work Service Line that provides state-of-the-art mental health programming and services for veterans based on the psychiatric rehabilitation recovery model. These services include: 1) a wide range of rehabilitation and recovery services for veterans with serious mental illness (SMI), 2) collaboration and advocacy for veterans with SMI and their family members, and 3) education and training of staff, in conjunction with other VA professionals, to promote the transition from maintenance models of treatment to the contemporary recovery rehabilitation model.
The PRRC manager serves as the program's manager, providing leadership, coordination, oversight, and integration to ensure for the smooth and effective provision of recovery and rehabilitation services. The PRRC manager also serves as a major advocate and consultant for the psychiatric rehabilitation recovery model to the Chief of mental health, mental health service line providers, executive management, veterans and their families, and the community served by the JAHVH. The PRRC manager, with general supervision from the Section Chief of Social Work, supervises the day-to-day operations of the center and its seven staff including the disciplines of psychiatry, occupational therapy, peer specialists, and administrative/clerical specialists. The PRRC manager provides supervision to staff in accordance with their respective disciplines and feedback from care line managers.
This position requires both program management and clinical duties, including but not limited to:
Overseeing the design, implementation, and evaluation of PRRC services consistent with evidence-based best practices in psychiatric recovery and rehabilitation.
Responsible for ensuring that the staff of the PRRC program adheres to the principles and practices of the mental health recovery model. The incumbent will see to it that staff are trained in evidence-based recovery services and promote staff's implementation.
Meets accreditation requirements and are compliant with regulatory and accountability standards such as those set forth by CARF and JC.
Promotes education and training to mental health service providers that promotes the recovery model of psychiatric rehabilitation.
Marketing the PRRC to other programs, departments, and stakeholders and develop/maintain
Identifying and monitoring the ongoing training needs of staff and making provisions for staff development and education. The incumbent will monitor the competency of staff, including state licensure and continuing education hours.
Leading efforts to recruit and hire PRRC staff. The incumbent will work with human resources in recruiting, advertising, interviewing, and selecting PRRC staff. The program coordinator will be responsible for convening interview and selection committees.
Oversee the referral process to the PRRC program. Answering consults, conducting intakes and assessment procedures, and referring veterans to other PRRC staff for appropriate services. Implements evidence-based individual and group recovery services in conjunction with other PRRC staff. Monitoring recovery outcomes.

Basic Requirements:
United States Citizenship: Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Education: Hold a master's or doctoral degree in:
Clinical Mental Health Counseling OR
Clinical Rehabilitation Counseling OR
Clinical Mental Health Counseling and Clinical Rehabilitation Counseling OR
A related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling.
CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-13 Licensed Professional Mental Health Counselor Program Manager candidates must have the following:
Experience, Education, and Licensure: In addition to the basic requirements above, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Experience satisfying this requirement must be active professional practice at the post- master's degree level, which is paid/non-paid employment as a professional mental health counselor. Experience is only creditable if it is post- master's degree experience as a mental health counselor directly related to the position to be filled.
Examples of experience include but are not limited to: Administratively responsible for a clinical program and provide treatment to patients in a major specialty. Manage the daily operations of the program, develop policies and procedures, and prepare reports and statistics for facility, VISN, and national use. May supervise unlicensed graduate LPMHCs and may administratively manage any employees assigned to their program.
AND
Advanced Licensure: At this grade level, Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. You must be also licensed to provide clinical supervision to trainees or unlicensed LPMHCs. You must attach your active license(s) in your application to receive credit for this requirement.

Physical Requirements: Frequent standing, walking, bending, sitting, crouching/kneeling, and changing from one position to the other frequently throughout the day.
