Duties

The primary purpose of this position is: To serve as a 12 AF (AFSOUTH)/A3 Program Analyst and Strategist within 12 AF (AFSOUTH)/A3X (Future Plans); applies formal training, military rated aviator expertise, headquarters staff work experience, strategic and operational planning expertise; uses leadership, mentorship, and team-building experience to: mentor and develop 12 AF (AFSOUTH) Planning Enterprise (PE) planners and 12 AF (AFSOUTH) Action Officers; applies joint planning processes; synchronizes planning with USSOUTHCOM, Components, Partner Nations, and applicable inter-agencies; advises PE Director and 12 AF (AFSOUTH)/CC on strategy development; seeks and implements Commander's guidance and priorities; ensures the full range of Theater Security Cooperation priorities, resources, policies, and law are considered; develops Air Component Campaign Support Plan, branches, and sequels. Lead Headquarters' operational planning, joint coordination, and inter-agency synchronization Leads component staff in operational planning to support USSOUTHCOM and other combatant commands campaign objectives using strategic/operational planning tools and techniques.

  • Must be able to obtain and maintain a Top-Secret Clearance (TS) clearance with SCI access in order to fully perform the duties and responsibilities of this position. A non-disclosure agreement must be signed.
  • This position will be required to lead programs and additional duties as assigned by 12 AF (AFSOUTH)/CC, A3 Director, 12 AF (AFSOUTH)/PE Chief, or A3X Division Chief.
  • AF military rated aviator experience (e.g., pilot, navigator) is critical to the successful performance of the work (operational expertise).

Qualifications

Conditions of Employment (cont.) Must be able to obtain and maintain a Top-Secret Clearance (TS) clearance with SCI access in order to fully perform the duties and responsibilities of this position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial pre-employment drug testing and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes Knowledge of a wide range of qualitative and quantitative methods and processes sufficient to analyze, evaluate, plan, advise and implement feasible solutions to dynamic multifaceted challenges concerning program goals, strategic planning, joint coordination, inter-agency synchronization efforts and the assessment and production of concepts of operations, branch plans/sequels, and campaign support plans. Knowledge of advanced management and organizational principles and practices, strategic planning, Joint Planning Process (JPP), Joint Operations Planning for Air (JOPPA), Joint and Air Force doctrine, National Security Strategy and National Defense Strategy (NSS/NDS), war plans, and operations/contingency plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge, experience, and advanced formal training in the doctrinal and practical application of the JPP, JOPPA, analytical and evaluative methods and techniques, sequence, and timing of key operational events and milestones, lessons learned and assessment processes, and preparing solutions to resolve substantive problems/issues. Knowledge of Planning in Crisis process, Deliberate Wartime Planning, analysis, and lessons learned process, Global Force Management processes, and Request for Forces/Support processes. Knowledge of Component-Numbered Air Force (C-NAF), Major Command (MAJCOM), and Combatant Command missions, roles, functions, organizational structures, management, and operation of large organizations. Ability to routinely identify and analyze complex strategic and operational issues and develop innovative solutions in coordination with internal and external USAF/Joint/Combined agencies, Higher Headquarters, and other domestic and foreign governmental and non-governmental agencies. Ability to lead, supervise, plan, organize, and direct work to meet established deadlines; possess effective supervisory, subordinate, and peer working relationships. Skill and experienced in written and oral communication and negotiation on complex issues. Knowledge and experience to apply military rated aviator (pilot, CSO, WSO, ABM, etc.) expertise as it applies to strategy, programs, and operational employment of aircraft weapons systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
