This is a National Guard Title 32 Excepted position for a SUPERVISORY QUALITY ASSURANCE SPECIALIST, Position Description Number D1819000, and is part of the 169 MXG, South Carolina Air National Guard.

Duties

This position is located in an Air National Guard Aviation Wing, Maintenance Group. The purpose of this position is to supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, work load and customer requirements. The position serves as the Supervisor of the Quality Assurance Division. In that capacity, the supervisor plans, implements, and executes a quality assurance program that includes independent surveillance and evaluations of all assigned aircraft, aircraft components, and maintenance personnel. Plans, directs, organizes, and exercises control over Quality Assurance Specialists (non-supervisory employees) assigned utilizing a comprehensive knowledge of aircraft to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. Applies a comprehensive knowledge of employee relations, management techniques, peer mediation, root cause analysis, trending, and statistical methods. Base level of work supervised is at the GS-11 level..

Requirements

• NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Selectee will be required to wear the military uniform.
• Males born after 31 December 1959 must be registered for Selective Service
• Participation in direct deposit is mandatory.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
• For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): 1 AOC DEFINITIONS: Area 1: Current permanent employees of the South Carolina Air National Guard. (Note-Temporary and Indefinite employees do not meet permanent tenure requirements and will not qualify for this AOC) Area 2: Current members of the South Carolina Air National Guard. Area 3: Any individual eligible for membership in the South Carolina Air National Guard *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: SMSgt/E-8, CMSgt/E-9 Military Requirements- Military skill set is determined by AFSC requirements. MINIMUM EXPERIENCE REQUIREMENTS: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 24 months experience, education, or training, involving principles, techniques and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems). Experience in the application and theory of specialization using applicable publications. Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action. CONDITIONS OF EMPLOYMENT & NOTES: 1.
