THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard Title 5 position is for a Supervisory Auditor, Position Description Number T5143P01, and is part of the Montana Army National Guard, G8. Duties

Responsible for planning, directing, coordinating, and reviewing daily and long term operations. Maintains and ensures professional competence within the unit. Ensures advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and overall internal review program objectives. Researches, interprets, analyzes and applies applicable internal review guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the organization's mission. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work based on individual capabilities and unique requirements. Structures assignments for effectiveness and efficiency. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents a detailed and comprehensive report with any corrective action taken to supervisor. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Develops programs and makes assignments by establishing priorities in conjunction with the Adjutant General and USPFO. Reviews and monitors cost analyses and economic analysis programs. Plans and performs complex reviews, analyses, studies, examinations, and evaluations of various combinations of the specialized functions of the activity. Plans and performs reviews of major, highly logistical programs and related accounting control systems administered by the National Guard Bureau, Major Commands, and subordinate organizations. Makes assignments to ensure best utilization of staff skills and available resources. Reviews, analyzes, and evaluates the adequacy of completed reports and supporting documentation for compliance with objectives, and Comptroller General standards and applicable statutes, regulations, policies, and directives. Performs liaison functions with internal/external agencies, and private organizations, e.g., Army Audit Agency, Government Accounting Office, Air Force Auditing, State Legislative Audit, Congressional Staff, and contractors to schedule audits and coordinate responses. Monitors, evaluates, and coordinates activity replies to audits, surveys, inspections, and reviews. Keeps the Adjutant General and the USPFO informed of status of such reviews and performs follow-up and reporting for audit recommendations.

  • THIS IS AN FM LEVEL 2 Certified position designated as such IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent is required to comply with all DoD and Dept of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • Must be able to obtain and maintain the appropriate security clearance of the position.
  • Irregular hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.

Qualifications

Basic Requirements or Combination of Education and Experience Must meet one of the following options: A. Degree in auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background MUST ALSO INCLUDE one of the following: 1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or 2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. ***Applicants MUST provide transcripts with application and resume to support any educational claims.*** Required General Experience In addition to meeting the Basic Requirements or Combination of Education and Experience, applicants must have experience which led to knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Ability to comprehend and/or apply problem solving and negotiating techniques; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. (MUST address these general experiences in detail on resume to be considered for this position) Required Specialized Experience: Must have 1-year equivalent specialized experience to at least the next lower grade level before being eligible for the next grade level. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade. Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. (Experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience) (MUST address these specialized experiences in detail on resume to be considered for this position)
