Duties

Summary: The primary purpose of this position is analyze unit training requirements, identify, and acquire capability to ensure technicians are qualified to support the maintenance effort. Attends and participates in various meetings in order to provide inputs and implement maintenance plans. Provides guidance, policy and coordination for the most effective cross utilization of assigned personnel to accomplish mission requirements. Duties: Analyzes unit training requirements, identifies, and acquires capabilities to ensure technicians are qualified to support the maintenance effort. Performs work involved in reviewing and verifying accuracy and quality of training. Tracks backlog of individuals who require training. Uses the Management Information System (MIS) to maintain accounting and/or historical records, analyzes, plans, schedules, documents and/or tracks training processes. Determines training accomplishments and deficiencies. Accomplishes coordination with higher headquarters, wings, group, training management, staff and support organizations to insure continuity of maintenance training output.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of principles, policies, and procedures for administering the maintenance training operations program. Knowledge of an extensive body of rules, procedures, or operations requiring extended training and experience of maintenance training operations to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide rage of problems. Knowledge of standard procedures in a technical field requiring extended training or experience. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan, schedule, and take corrective action to meet emergency and regular work load requirements. Must have high degree of analytical ability to collect data, perform analysis, and develop solutions to improve the maintenance training operations. Knowledge and ability in the development and management of maintenance training programs, processes, policies, and procedures. Knowledge of training principles and techniques to make classroom presentations following established course materials or guidance provided by higher headquarters, and to recommend changes in curriculum based on local conditions and needs. Comprehensive knowledge of the various type of work processes in maintenance to ensure that employees who need to be trained or certified, received necessary training to maintain certification. Knowledge of maintenance regulations, technical orders and directives in order to maintain necessary study references, and to modify training materials as changes occur. Comprehensive knowledge of aircraft maintenance training requirements in order to establish training schedules and determine backlogs. Skill in oral and written communication. Ability to collect, compile and correlate training data from a variety of sources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
