This Human Resource Assistant (Recruitment & Placement) Onboarding Team position is aligned under the Shared Services Unit of VISN 1 Human Resources Management Service and will be located onsite at the White River Junction, Vermont location. This not a Remote Position.

Duties

The HR Assistant (Recruitment & Placement) Onboarding Team supports the Human Resources Management Service at all facilities within VISN 1. The work consists of accomplishing HR assignments and processing administrative tasks. Duties include, but are not limited to:

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position there is no time in grade requirement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements: Applicants must meet the basic minimum requirements set forth by OPM in order to qualify. Basic experience includes: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. GS-05 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-04 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing a range of clerical and administrative support for HR functions that requires the use of a computer; entering and retrieving data and information from automated databases and websites; maintaining personnel files, position descriptions, and/or training records; and responding to walk-in, telephone, and email inquiries. ~OR~ Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed four (4) full years of education beyond high school at an accredited college or university. A transcript must be submitted with your application if you are basing your qualifications on education. ~OR~ Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two (2) years of post-high school study. Please note that only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-6 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-05 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing orientation to new employees; entering new employee records and enrollments into HR information systems, entering vacancy announcements into job posting websites; and responding to inquiries concerning the job application process, employment opportunities, and benefits. There is no educational substitution for the GS-6 level. GS-7 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-06 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: preparing vacancy announcements, making eligibility and qualifications determinations, and preparing certificates of qualified candidates to hiring officials; extending offers of employment; completing requirements in the hiring process; and processing a wide range of personnel actions in HR information systems. There is no educational substitution for the GS-7 level. You will be rated on the following Competencies for this position: CommunicationHR Information SystemsRecruitment/PlacementTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
