This position is part of the, The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for providing general accounting, financial management, and financial reporting support to the Office of the Chief Financial Officer (OCFO), reporting directly to the Chief Financial Officer, for a period of 12 months. This is a detail, not to exceed 12 months.

Duties

Apply knowledge and understanding of Generally Accepted Accounting Principles (GAAP), federal financial accounting standards and guidance issued by the Federal Accounting Standards Advisory Board (FASAB), and current statutory guidance to provide general accounting, financial statement, and reporting support. Perform a variety of activities related to the daily financial operations of the Agency's financial procedures/processes, which include: FBwT; Property, Plant, and Equipment; Advances and Prepayments; Accounts Payable/Accruals; Payroll/HR; Budget Formulation and Execution; Travel; and Financial Reporting. Review, analyze, compile, and reconcile financial data processed by the Agency's shared service providers on a monthly, quarterly, and annual basis; identify issues and recommend solutions in a timely manner. Perform various elements of the financial audit processes and procedures. Apply technical expertise to strengthen internal controls and improve existing accounting policies/procedures. Assist in the preparing findings for use in formal and informal briefings. Perform other required OCFO duties, as needed.

Qualifications

All applicants for this position must possess the following basic requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION). In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience: At the AD-00level (GS-12 Equivalency)level, you must meet the following qualification: A. One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: interpreting accounting policies, supporting on the accuracy of disclosure documents and the financial condition of the organization; Assess the indicators to identify operational area performance weaknesses to protect against fraud, waste, and abuse; Reviews and analyzes a wide variety of reports including reports produced by external and local automated systems. At the AD-00level (GS-13 Equivalency)level, you must meet the following qualification: A. One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Establishing accounting policies, advising on the accuracy of disclosure documents and the financial condition of the organization; Identifying operational area performance weaknesses to protect against fraud, waste, and abuse; Executes policy made at higher levels and provides policy, administrative and technical guidance; Reviews and analyzes a wide variety of reports including reports produced by external and local automated systems. Only experience and education obtained by the closing date of this announcement will be considered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
