The program support assistant is located at the Ralph H. Johnson VA Medical Center in Education Service, and supports the Education management team and Education staff. The Education Service is an integral part of the Medical Center, comprised of the Office of the Chief and five distinct sections, specifically: Health Population Disease Prevention; Education Programs; Affiliations; Education Service Management; and Library.

Duties

Serves as program support assistant responsible for performing duties in a variety of functional specialization's to provide information and management assistance in planning, controlling and/or reporting on the fiscal resource, acquisition of equipment and services, program accomplishment and program administration. Major duties include, but are not limited to: Performs a variety of administrative duties designed to assist administrative management for Education Service operations and the efficient accomplishment of test objectives. The employee independently compiles, consolidates, coordinates and organizes a wide variety of data utilizing personal computers and state-of-the-art electronic data processing skills to support management decision making. Assignments require a practical knowledge of the Education Service, and established guidelines relating to the budget, supply and procurement processes and statistical reporting and records systems. Maintains extensive database of current work and backlog. Initiates job order requests in system; monitors hours and dollars charged against job estimate and notifies team chief as to problem areas during performance. Initials lateral transfers, equipment turn-ins and additions. Prepares, verifies, and/or closes out procurement documents, files, reports, or records. Monitors the expenditure of funds and keeps the supervisor advised of the status of the operating budget and alert to the critical areas where adjustments may be required. Work requires comprehensive knowledge of Department of Veterans Affairs and Medical Center policies, rules, regulations, and other guidelines relating to completing assignments in the program areas assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position, you must have served 52 weeks at the GS-05. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include maintaining a variety of automated and manual records systems reflecting technical and administrative data; preparation and compilation of a variety of reports, correspondence, and program status documents; Consolidates information into comprehensive documents and prepares in final form for supervisor's review. Examples of these kinds of reports include monthly financial reports, inventory of requirements, active job orders, and training requirements. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires walking, standing, bending, lifting, and sedentary. The position requires constant viewing of a computer. Frequent walking to various locations of the hospital with records of patients is necessary.
