Duties
Serves as the Operating Analyst on assigned facility monitoring schedule and delivery tracking for assigned program or programs.
Performs work in-plant via meetings with contractor personnel and verifications on the shop floor.
Utilizes tools, contractor data, schedules, and internal CMO data to identify areas of deficiency or non-compliance, based on performance indicators established during plan development and implementation.
Assesses physical progress on contracts eligible for progress payments.
Develops weighted values for elements of manufacturing such as recurring/non-recurring engineering, material, subcontracting, assembly, tooling/test equipment, etc.
Reviews contractors cost proposals, over and above proposals, contract termination proposals, etc.
Determines technical adequacy with respect to impact on materials, fabrication/assembly hours, direct labor hours, etc.
Coordinates surveys of potential contractors in regard to contractor performance capability.
Works closely with ACO and Quality Assurance, monitors contractor production schedules to identify risks and provides customer predictive analysis of schedule impact.
Advises Industrial Base Planning Officer (IBPO) of allocated production capability based on total plant loading capacity when allocated capacity conflicts arise.
Assists Administrative Contracting Officer (ACO) with contractors Over and Above request.
Requirements

- Security Requirements: Special Sensitive requiring incumbent to obtain a Top Secret, Sensitive Compartmented Information (SCI) security access.
- Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
- Selective Service Requirement: Males born after 12-31-59 must be registered or exempt from Selective Service.

Qualifications
To qualify for an Industrial Specialist (General), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes:
Performing supplier risk assessments and manufacturing and system reviews to evaluate supplier production controls and capabilities.
Developing and executing supplier surveillance plans to mitigate contract schedule risk and inform customers of potential delays; Administering acquisition regulations.
Using automated contract administration systems that track contract information and supports payments to defense contractors.
Identifying areas of deficiency or non-compliance and recommending corrective action
This position has a Individual Occupational Requirement. In addition, to the above your resume must include the following:
Experience that demonstrated a practical knowledge of the methods, materials, machinery, and facilities used in industrial production operations (which may include exploration, extraction, refining, manufacturing, or processing). This knowledge may have been gained in work such as:
Management or supervision of production operations.
Industrial planning, industrial engineering, or plant engineering, involving determination of facilities and layout.
Process or methods development involving production practices associated with chemical, mechanical, electronic, textile, or food industries.
Development of specifications to define product requirements.
Sales engineering or buying that required a comprehensive knowledge of production operations.
Planning and administering industrial quality control and inspection systems and programs.
Comprehensive survey and analysis of industrial operations, organization, capacity, etc.
Interpreting and applying contract clauses and government acquisition regulations.
Development of plans to determine material requirements and/or schedules for production management.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
