The position is located in the Office of the Under Secretary of Defense for Acquisition & Sustainment(OUSD(A&S)). The USD(A&S) is the principal advisor to the Secretary of Defense on all matters regarding acquisition and sustainment of the capability to the Warfighter.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with Section 9905 of Title 5, U.S.C., USD (P&R) Memo "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023, Per 3, Covered Positions e. Please read this Public Notice in its entirety prior to submitting your application for consideration. Incumbents typical work assignments may include the following: The incumbent will lead efforts to coordinate successful delivery of material solutions associated with Joint Urgent Operational Needs (JUON) and Joint Emergent Operational Needs (JEON) to Warfighters engaged in contingency operations and provides solutions for JRAC Executive Director approval related to cost, schedule, and performance. Independently engages on behalf of the JRAC with Combatant Command staffs and Joint Staff personnel to monitor activities of Functional Capabilities Boards, the Joint Capabilities Board, and the Joint Requirements Oversight Council concerning emerging JUONs/JEONs. Monitors submission of required documents from JUONs and JEONs solution sponsors related to Joint Capabilities Integration and Development System and Deputy Secretary of Defense directed milestones. Manages the JUON and JEON portfolio for the JRAC Executive Director to include planning and execution of annual reviews of each JUON/JEON; planning and execution of quarterly reviews of all JUONs/JEONs; and in progress reviews as needed for each JUON/JEON to address issues with material development and delivery. Potential issues include: inaccurate, incomplete, or unrealistic cost and schedule estimates; technical weaknesses; undue risk; unsound management practices; unsound acquisition strategy; immature technology; technology and industrial base concerns. Responsible for technical, engineering, and programmatic subject matter expert review of JUONs and JEONs as assigned. Prepares appropriate JUON/JEON documentation and correspondence for JRAC Executive Director review and approval. Prepares and reviews correspondence and requests concerning assigned programs and activities directed to the SecDef, the USD(A&S), the ASD(A), other agencies, the Office of the President, Legislative Branch offices, foreign governments or agencies, international organizations or private organizations or individuals. Independently prepares acquisition Decision Memoranda, OIPT reports, timely replies or action recommendations and other executive correspondence. Prepares and delivers program update briefings and coordinates program documentation. Provides recommendations and supporting technical analysis directly affect the allocation of acquisition resources and the identification of alternatives. Participates in all phases of the planning, programming, and budgeting system. Serves on appropriate IPTs for authorizing modernization portions of the annual Defense Planning Guidance (DPG). Monitors the Services' compliance with and execution of Secretary of Defense, USD(A&S), or ASD(A) guidance and direction relating to assigned programs and activities. The incumbent shall guide the Services in understanding and complying with guidance and direction, exercising tact and understanding of organizational constraints. Where necessary, he/she shall formulate recommendations for further management action to assure compliance or for modifications in cases where the guidance of direction has become infeasible or undesirable.

  • This position requires a Program Management Practitioner-Level 2, acquisition certification. You will have 60 months to achieve this certification
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years
  • This position may require travel away from your normal duty station on military or commercial aircraft <10%
  • Overtime is NOT authorized for this position

Read more about what should I include in my federal resume? at https://www.usajobs.gov/Help/faq/application/documents/resume/what-to-include/ You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Delivers capabilities to the Warfighter through the knowledge of military force structures, air and sea deployment planning and operations, military planning techniques and plan development; Prepares and delivers decision briefs to senior level personnel; Identifies problems and develops innovative solutions when evaluating the feasibility of implementing new technologies within current environments; Manages work assignments, provides oversight, and supports regions to meet program goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
