Duties
Keeps the Division Chief/Deputy Division Chief informed of the procurement teams performance, initiatives, and issues affecting performance such as workload, training, systems, supplier relationship management, or internal/external customers
Develops strategies to support, achieve, and exceed Directorate initiatives affecting Supplier Operations.
Responsible for collecting, organizing, and analyzing metrics and data to identify trends and insights that can help identify opportunities for work process improvement and increase team productivity.
Responsible for preparing briefing materials for active participation in meetings, and effective coordination with senior management officials, representatives of the military services, and industry.
Ensures plans, policies and procedures reflect consideration of Directorate initiatives and management control systems.
Develops, presents, and promulgates recommendations for changes in/enhancements to programs to improve customer service and satisfaction.
Serves as a contracting officer for amounts above the warrant limitations of subordinate employees. Reviews proposed solicitations and awards.
As required, leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers or rebuttals where subordinates cannot reach agreement.
Oversees unusual, unique, non-routine, high dollar value procurements that are more complex to accomplish (acquisition planning, solicitation, evaluation, cost and price analysis, negotiations, contract administration, and contract award).
Conducts line-by-line evaluation and negotiation on complex procurements.
Directs the accomplishment of a variety of functions that involve procurement.
Implements policy, regulatory requirements, and procedures coordinating assigned programs with other administrative, technical and policy support organizations.
Ensures necessary coordination with other integrated and supplier support team organizations.
Participates in evaluating and refining processes to optimize relationships with the supplier community and increase productivity.

Qualifications
To qualify for a Supervisory Contracting Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement:
A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR
B.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Managing, planning, directing, and overseeing day-to-day operations of Contract Specialists, Purchasing Agents and support personnel through all aspects of phases of pre-award and post-award contract administration and management activities.
- Monitoring the collection, consolidation and analysis of metrics and data to insure effectiveness and efficiency.
- Developing acquisition strategy involving previous history, market conditions and specifications or technical data packages.
- Investigating problems and complaints to resolve differences that may negatively affect operations and customer support.
- Communicating effectively with personnel across multi-functional process areas and diverse supply chains.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
