This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for independently planning, designing, and carrying out programs, projects, studies, or other work; leading a diverse team of employees to accomplish assignments and special projects; formulating long-term human capital strategy, policies and processes; developing innovative and alternative solutions to unique problems and challenges.
Duties
As a Lead Workforce Program Specialist at the GS-0301-14 some of your typical work assignments may include:
Serve as the team leader, communicating assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Consult with management to assess organizational situations using a variety of methods (e.g., surveys, needs assessment, and focus groups) to develop and implement facilitation development plans.
Responsible for formulating long-term human capital strategy and associated policies and processes to ensure the agency has the right workforce with the right skills to meet future security cooperation challenges.
Employ change management process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives.
Work with directorates to develop effective workforce and succession planning strategies and measures.

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Independently planning, designing, and carrying out programs, projects, studies, or other work; leading a diverse team of employees to accomplish assignments and special projects; formulating long-term human capital strategy, policies and processes; developing innovative and alternative solutions to unique problems and challenges.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
