The U.S. Department of Agriculture (USDA) provides leadership on food and agriculture issues based on public policy, the best available science and effective management. The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world, improves foreign market access for U.S. food and agricultural products, builds new markets, improves the competitive position of U.S. agriculture in the global marketplace, and provides food aid and technical assistance to foreign countries.

Duties

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to: Schedules, plans, and conducts comprehensive, on-site and virtual reviews of small- to mid-sized FAS cooperators, participants, grant recipients, and private voluntary organizations' financial systems. Conducts analysis of the following areas (but not limited to): micro purchase credit card transactions; representation fund expenses; administration of petty cash; unliquidated obligations; travel vouchers; procurement actions and expenses. Prepares and submits comprehensive and well-documented review file workpapers to the supervisor or designated senior specialist for review. Assists senior level Compliance Review Specialists with conducting special surveys, studies, and reviews of FAS programs, policies, and procedures and prepares recommendations for improvement. Assists in reviewing and evaluating existing and proposed legislation and regulations to determine the impact they may have on FAS operational systems, and whether they have adequate safeguards to detect or prevent fraud, waste, and mismanagement. Assesses internal controls of the organizations for: adequacy of safeguarding FAS resources; accuracy and reliability of data furnished to FAS; and compliance with laws, regulations, and policies.

Requirements

  • You must be a US Citizen or US National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

  • Successful completion of one-year trial period.
  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
  • In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret security clearance.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in identifying sources of information to measure compliance and address basic compliance problems; Experience researching analyzing, interpreting, and evaluating information to make appropriate recommendations; AND Experience summarizing information and preparing written reports. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience conducting investigations and problem solving techniques; Experience researching, analyzing, interpreting, and evaluating data and information to make appropriate recommendations; AND Communicate (orally and in writing) to explain and/or justify findings and/or recommendations to program participants and/or agency stakeholders. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience in applying laws and regulations to inspection, investigation, enforcement, and/or compliance work; Experience in gathering, assembling, and analyzing facts, draw conclusions, and propose solutions to assigned problems; AND Experience in explaining complex issues and present briefings to senior leaders Note: There is no education substitution for this grade level. TRANSCRIPTS are required if: You are qualifying for the position based on education. You are qualifying for this position based on a combination of experience and education. This education must have been successfully completed and obtained from an accredited school, college, or university COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09/11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
