You will serve as a MANAGER in the Program Management Personnel & Support (Code 63100) of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will be responsible for providing supervision, technical leadership, planning, program development, business development, coordination and management of all aspects of the projects, personnel and facilities.
You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees.
You will develop performance plans, evaluate work performance of subordinates, and provide recommended rating of record.
You will identify developmental and training needs of employees. As a technical supervisor, the selectee will participate in the execution of all programs.
You will participate in formulation and implementation of the Division business plan, program development, technical and administrative objectives, and work with other competency leads to achieve these objectives.
You will develop proposals, prepare and give presentations to sponsors, potential customers, and audiences both inside and outside NIWC Pacific.
You will provide Program Manager (PM) support and activities for PEO C4I Program of Record or NIWC Pacific project, responsible for the execution of cost, schedule and technical performance.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing supervision, leadership, planning, program development, coordination and management of all aspects of projects, personnel and facilities assigned; and assign work based on priorities, difficulty of assignments, and the capabilities of employees; and identify developmental and training needs of employees.
