You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE of NAV FACILITIES ENGINEERING COMMAND SE.
Duties
You will assist in the development of contract specifications, reports, performance standards (that are measurable, accurate and clearly understood), and PAPs/FAPs for Facility Services and BOS contracts.
You will conduct performance assessment of Contractors’ operations to ensure proper procedures are followed, and that FSC work is performed in accordance with applicable specifications and safety practices.
You will be able to read blueprints, schematic diagrams and architectural drawings as related to facility service work.
You will be able to use NAVFAC’s electronic invoice system Wide Area Workflow (WAWF) to review Contractors’ invoices and make recommendations regarding payment i.e., withholdings, via electronic invoice processing system.
You will be able to understand quality management principles and quality control/assurance procedures for the oversight of the Contractors’ QA/QC methods and assess.
You will be able to understand how well the Contractors’ performance, quality, schedule, and cost requirements are being met or need to be improved.
You will be able to communicate effectively at all levels both orally and in writing, prepare daily reports, and conduct discussions with Contractors, customers and NAVFAC personnel.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Routine heavy lifting is not required; however, incumbent is required on occasion to do moderate lifting (15-40 pounds).
- Employees may be required to use protective clothing or gear (e.g., hard hats, coats, steel-toed boots, goggles, gloves or shields).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Gathering and conducting interviews with customers to review details of the contract and discuss the process for reporting and handling customer comments; 2) Preparing cost analysis and estimates to determine Contractor proposal reasonableness for modifications; and 3) Conducting performance assessment of Contractors' operations to ensure proper procedures are followed.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
master's or equivalent graduate degree
or
2 full years of progressively higher- level graduate education leading to such a degree
or
LL.B. or J.D., if related
