You will serve as a FACILITIES SUPPORT CONTRACT MANAGER in the FSC MANAGEMENT FACILITY SERVICES BRANCH (FMFS) oNAV FACILITIES ENGINEERING COMMAND SE located at the PUBLIC WORKS DEPARTMENT NAS JRB NEW ORLEANS.

Duties

You will serve as the Contracting Officer's Technical Representative on the acceptability and applicability of post award contractual matters related to contract modification awards, task orders/modification, payment issues and termination. You will review drawings and specifications for proposed contracts in order to determine adequacy and practicability. You will evaluate contractor's cost estimates and accounting systems. You will develop documentation and criteria to substantiate Government cost or negotiation positions. You will serve as the Program Manager for the Integrated Solid Waste Management (ISWM) Program, and provide information, metrics, initiatives, and support on ISWM matters at the local activity.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide the provision of day-to-day monitoring and administration of Facility Support Contracts; 2) Provide technical direction to Contract Specialist and Performance Assessment Representatives (PARs) to assure achievement of the acceptable level of workmanship and fulfillment of all contract requirements; 3) Plan work, sets priorities, and prepares schedules for completion of work, reviews work, evaluates performance etc. to identify training needs; 4) Act as the subject matter expert for a command providing technical and legal expertise for facility support contracts; and 5) Communicate a command's strategic plan mission, vision, and values to a team by providing mentoring and counseling for lower graded personnel.
