Qualifications

To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing customer support to assist and support planning, conducting customer and market analyses to support business development and new service offerings; managing customer ordering, funding, billing; and developing service content and publishing service descriptions. Additional experience is desired in administrative, budget, resource planning, and analysis to support business development and new service offerings for the establishment and maintenance of assigned programs to support WCF activities.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Skill in applying IT concepts, principles, methods, and practices to assist with establishing and delivering Working Capital Fund (WCF) service management
Skill in conducting comprehensive customer and market analysis/studies to support business solutions to complex management challenges.
Ability to gather and evaluate data to develop complete decision packages, staff studies, recommendations, and prepare executive briefings and/or similar materials for use by management in carrying out and reporting on WCF service accomplishments.
Track project status, identify and communicate project risks, and develop mitigation plans.
Conduct cost benefit studies to implement projects with the most efficient use of human capital and material resources at the lowest cost.
Ensure activities are completed in accordance with the project scope and within the approved schedule and budget constraints.
Ability to define current and future IT business environments and assists with preparing budgets for current and future services.
Ability to establish metrics to measure and evaluate service performance and participate in internal/external audits of programs, services, and projects.
Implements continuous service improvement processes and collaborates with the technology providers to optimize WCF services.
Develops and implements innovative techniques and solutions for evaluating, maintaining, and improving the quality of customer support and services provided to WCF customers.
Ability to provide a wide range of timely and appropriate communications (briefings, presentations, talking points, emails, etc.) for the purpose of conveying IT service information and issues in an easily understandable manner.
Assists with developing cost estimates; preparing procurement requests; reviewing performance work statements; and recommending approval/disapproval of contract deliverables.
Provides advice and recommendations on the performance work statements
Works closely with the WCF accountants to support administrative budget, resource, planning within OITO to ensure Agency WCF Information Technology (IT) operations and WCF services operate effectively and efficiently.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
