The primary purpose of this position is to serve as a security specialist, providing information, industrial, and personnel security program functions for the unit in support of the installation.
Duties
Implements and administers the Information Security Program for the installation.
Administers the Industrial Security Program.
Implements and administers the Personnel Security Program for the installation.
Assists base unit and staff agency security managers in implementing security education and motivation programs.
Requirements
- U.S. Citizenship Required.
- Males must be registered for Selective Service, see www.sss.gov.
- Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
- This posn is subject to provisions of the DoD Priority Placement Program.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
- Shift work and emergency overtime may be required.
- Employee must maintain current certifications.
- Disclosure of Political Appointments.
- Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or
- initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification.
- TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-09 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience include: 1) Interpreting, formulating, and implementing regulatory guidance for classification management and safeguarding requirements. 2) Analyzing and evaluating the classification downgrading, declassification, and destruction programs. 3) Implementing agency policies and developing local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by installation activities. 4) Conducting initial facility security clearance surveys of contractor facilities to determine their ability to work with and store classified and sensitive information.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement security programs in these areas.
Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
Ability to communicate orally and in writing, clearly, concisely, and accurately.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
