This a National Guard Title 5 Excepted Service Position. This National Guard position is a Temporary GS-0080-11 SECURITY SPECIALIST (TITLE 5), Position Description Number T6008000 and is part of the MO 131st Bomb Wing. This is a non-bargaining unit position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT.

Duties

Implements and administers the SAP information security program. Serves as a security professional for the development, testing, fielding, and protection of advanced and special access program technologies. Researches, interprets, analyzes and applies security guidelines from various sources for local application. Conducts and documents regular self inspections of SAP facilities and operations. Assesses the SAP security posture and sets goals and courses of action to correct deficiencies. Leads or performs security investigations for incidents involving the actual or possible loss, compromise, or inadvertent disclosure of classified information. Performs technical reviews of incident reports and recommends appropriate corrective actions to the commander and higher headquarters. Provides security oversight and direction to lower grade program managers within organizational facilities specifically designated for advanced or special programs. Establishes local procedures for processing requests for security accesses for military, civilian, and contractor personnel. Initiates and reviews all requests for personnel security investigations consistent with directives. Responsible for the classification management program and supports special access program manager in developing classification guidance and making personnel security decisions. Analyze each request to determine validity and eligibility for access in accordance with SAP policies. Investigate personnel security suitability issues and prepares and transmits adverse information reports to higher headquarters. Applies risk-management techniques in designing security compensatory measures to mitigate facility vulnerabilities. Works closely with counterparts from civil engineering, communications, users, and industry to ensure timely and proper accreditation of program facilities. Ensures compliance with Emanations Security (EMSEC) Technical Surveillance Countermeasures (TSCM) requirements. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and verbiage. Reviews DD Form 254, DoD Contract Security Classification Specifications for technical accuracy and sufficiency of classification guidance prior to approval. Reviews personnel security clearance investigations and Special Access Program nomination request applications for derogatory information or potentially disqualifying information. Performs other duties as assigned.

Requirements

  • This position can be filled up to four years if funds are available to support it.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.
  • May be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • May be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.
  • Incumbent(s) of this position is subject to the possibility of a random drug test.
  • This position is a designated national security position.
  • Under a temporary appointment, employment is subject to termination at any time.
  • United States Citizenship is required.
  • Must be able to obtain and maintain a Top Secret clearance with SCI eligibility.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.

Qualifications

GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to protect the area and personnel within the boundaries of an installation, perform all aspects of a police security function that includes apprehension, detention, evidence preservation, investigations of accidents and suspicious activities, promoting community relations, dispatch operations and crime prevention; performs and enforces the full range of police officer duties within an installation; mirandize suspects, preserve evidence, and testify in court as it pertains to enforcing laws and regulations; directs and ensures thorough investigations of accidents, suspicious activities, crimes and arrests, and promotes community relations; and directs and supervises the dispatch operation activities involving security force patrols to scenes of crimes, accidents, natural disasters, and apprehensions. The specialized experience must also demonstrate the ability to exercise supervisory personnel management responsibilities; plan, organize, and direct operational activities, ensuring security and law enforcement functions comply with legal/regulatory requirements and meet customer needs; establish, revise, or review policies, procedures, mission objectives, and organization design as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or respond to concerns with regulatory compliance and/or customer requirements; plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments. Must currently possess or able to maintain a TOP SECRET Security Clearance.
