The Medical Management Specialist is a management position located in Patient Business Services, at the Cincinnati, OH VA Medical Center.
Duties
The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.
Major Duties:
Assists in responding to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies, and personnel; notifies authorities as situation dictates. Implements search plan for missing patients; informs next-of-kin of search status, as appropriate. Observes for safety, potential problems, and takes corrective action. Assists with computer issues during non-business hours.
Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives.
During off tour hours has the authority to administratively approve and coordinate tests and procedures which cannot be done at the VA medical center. Can locate available resources and authorize VA payment of services at community hospitals or resolves in accordance with established sharing arrangements. Has the authority to coordinate patient referrals and transfers to and from the medical center from VA and non-VA medical facilities, including the necessary transportation arrangements.
Receives phone calls and provides patient advocate support to Veterans and their family members after hours. Are trained to answer PATS-R patient complaints and concerns representing the service. Will also serves as a main telephone operator when switchboard is not in operation.
In a support role can assist as needed in faxing requested medical records to other hospitals, requesting release of information from other hospitals, creating, or cancelling ED appointments in scheduling system, and notarizing advance directive for patients and staff. Assists ED providers with getting medical records on patient's in JLV, prints armbands for ED patients, and scans medical records into patients chart.
The incumbent will assist in any scanning backlogs by scanning medical documentation into the Computerized Patient Record System (CPRS) to ensure patient safety and patient quality of care. The incumbent follows directive VHA Directive 1907.07 and local policies on scanning appropriate documentation into the Veterans medical record.
Monitors fire system, refrigerator temperature alarms, fire alarms, and intrusion alarms and codes. Notifies all appropriate personnel when necessary following facility protocol.
Performs other administrative duties as assigned by Chief of PBS Service or Medical Center Director.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-09 Specialized Experience: Examples of specialized experience would typically include, but are not limited to: performing analytical studies on operational processes i.e., access, consultations, travel, enrollment management, Medical Center Memoranda or Policies or other topics related to the flow of patient care related to Health Administration processes, etc. Knowledge of public laws, state laws served by medical center in matters of judicial hospitalization, issuing warrants, Workman's Compensation, reimburse hospital insurance, liability of third parties, and other medical legal matters. General Knowledge of medical and administrative records systems; Privacy Act and Freedom of Information Act, as they relate to release of information on patients. Knowledge of commitment laws and proceedings in the state and other neighboring jurisdictions so that required actions are taken without violating patients' rights.

GS-09 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. LL.B. or J.D., if related. Ph.D. or equivalent doctoral degree. TRANSCRIPTS REQUIRED

Combination: Possess equivalent combination of successfully completed graduate level education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
