The Medical Administration Officer serves as the Assistant Chief, Patient Business Service (PBS) and is a full assistant to the Chief, Patient Business Service, who is the principal Health Administration expert at this 2-division facility providing support for Veterans who reside within a 50-mile radius of the Medical Center serving Veterans in 17 counties in the states of Ohio, Kentucky, and Indiana.

Duties

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: The Assistant Chief, Patient Business Service (PBS) occupies a major position on the PBS service management team. An important aspect of the Medical Administration Officer's relationship to management is that of providing timely and reliable patient workload advice and benefit information necessary for management to make effective decisions and provide for proper program execution and planning. The incumbent serves as a subject matter expert and advisor on all Health Administration issues and assures appropriate oversight and monitoring for these programs that transcend the boundaries of PBS. The Assistant Chief, PBS, has shared responsibility for the planning, direction, control, coordination, operation, and evaluation of all Health Administration functions of the Medical Center. In that role, the incumbent is responsible for overseeing the administrative and technical operations for the Privacy Act and Freedom of Information Act programs, Eligibility and Enrollment, Pre-Admission Testing, Post Anesthesia Care, Urgent Care, Administrative Officer of the Day, Decedent Affairs, Call Management Center, and the Veterans Transportation Program which includes Beneficiary Travel, Veterans Transportation Service, and the Patient Transport Office. Administers operating programs and activities supporting health care administration and services that are provided to veterans, their dependents, and beneficiaries, within PBS and Medical Center wide. PBS provides coverage at the Medical Center 24 hours per day and 7 days a week. Administrative Officer of the Day coverage for all odd tours, weekends, and holidays, Eligibility and Enrollment, Pre-Admission Testing, Post Anesthesia Care Unit, Emergency Department, Urgent Care, Decedent Affairs The incumbent actively participates in financial and resources management, by monitoring funds controlled by the Patient Business Service and by assisting in the preparation of the overall facility budget as it pertains to programs administered by PBS through a detailed process of budget forecasting and trend analysis. The incumbent is also responsible for managing a service specific budget for overtime and holiday pay. PBS is responsible for 5 fund control points, including: PBS Travel, Beneficiary Travel, Coding Services, Transportation Services, and Funerals. Utilizing sound management techniques, the incumbent prepares projections and justifications for other required resources, including personnel, space, and equipment. These functions require close working relationships with other Service Chiefs within the Medical Center and an understanding of cost benefit analysis. Participates in the analysis and interpretation of workload and other data used in resource planning. Develops and implements systems and procedures for improving cost-effectiveness and productivity and encourages employees to participate in cost saving initiatives. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: (Advanced knowledge of the Survey of Healthcare Experience of Patients (SHEP), Strategic Analytics for Improvement and Learning (SAIL), Patient Advocate Tracking System (PATS), All Employee Survey (AES), and any other data resources that may be used to analyze the patient experience. Advance knowledge on laws (United States Code), rules and regulations (Code of Federal Regulations), and policies relating to health care benefit programs and services for the VA's health care delivery system. Advanced knowledge and understanding of the principles of organizational change management. Expertise in applying analytical and evaluation methods and techniques to Patient Business issues. Interpersonal skills in presenting recommendations, articulating decisions, and negotiating solutions to disputed recommendations 6. Knowledge of health care system operations and interdependencies of various departments. Ability to embrace and adapt to change, as well as cultivate partnerships to build consensus. Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail. Uses MS Excel or other comparable spreadsheet software to develop and change spreadsheets to graphically display data. Uses MS PowerPoint or other comparable graphics software to develop presentation materials. Uses the Veterans Health Information & Technology Architecture (VistA) to access information in the HCS Computer System. Uses Power BI to secure data and produce data/productivity reports both internal to the facility and in comparison, to sister sites. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The regular and recurring work of this position is sedentary in nature and involves sitting at a 11. desk, conferences, meetings, etc., and visits to facility work sites.
