The Supervisory Program Specialist in the Professional Staff Development section of Nursing Service located at the Cincinnati, OH VA Medical Center.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties: Addresses administrative requirements which include, but are not limited to nursing education, staffing, supplies, facility residency programs, timekeeping, VA tuition assistance programs, fiscal responsibilities and oversight, budget, departmental equipment, space, and purchasing needs, human resources, data analysis, quality management, facility safe patient handling, and national clinical deployment administration for the local site. Prepares reports, responses, and actions to all levels of officials within and outside of the Department of Veterans Affairs, locally, regionally, or nationally. The point of contact for OI&T for information technology initiatives and issues for hardware and software needs for the Service. Maintains close contact with direct patient care activities in the Medical Center to resolve potential problems at the lower level possible. Addresses emergent situations readily and with workable solutions with minimum time delay. Projects budgetary needs, with justification for inclusion into the Patient Care Services (PCS) budget. PSD budgets include national involvement and national programs including the Office of Academic Affiliations residency programs, Office of Nursing Service student and nursing support programs, and the National Clinical Deployment Team program management. Incumbent must advise and make recommendations on matters pertaining to personnel utilization, resource efficiencies and workload. Serves as a Human Resources liaison. Collaborates with executive leaders, managers, and staff within and outside of the organization to facilitate change and adoption of health principles and data. Oversees the daily administrative operation of the section, ensures agency policies and priorities are being followed, develops performance standards, and evaluates work performance of subordinates. Work Schedule: Variable Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: Expert knowledge of advanced management principles, organization theory, analytical and statistical methods, planning methodologies, budgeting, and resource management. Comprehensive knowledge of working in the Veterans Health Administration at the facility level. Extensive knowledge of the mission of the Department of Veterans Affairs (VA). Comprehensive knowledge of pertinent laws and the VA's regulations, policies, strategic goals, performance measures, and healthcare initiatives. The incumbent must have the skill to plan, organize, direct group activities, and present recommendations convincing to management. These recommendations should propose major changes in established procedures. The incumbent must have knowledge of administrative requirements of Nursing Service and the Medical Center's professional services to provide full staff assistance to Nursing Service and Professional Staff Development. Included in this knowledge is the knowledge of policies and directives originating from VACO and the VISN to prepare station policy memorandum and other directive correspondence. The PS must have knowledge of Nursing Service to review administrative policy and directives originating by same. The incumbent must have knowledge of VA fund control point procedures to carry out duties relating to the payments for the tuition assistance programs. The incumbent must have knowledge of personnel management to review all nursing service staffing and other actions. Excellent oral and written communication skills, and independent problem-solving skills. Ability to communicate effectively with a variety of stakeholders and groups with competing interest and manage multiple priorities. Extensive knowledge of and skill in applying a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Knowledge and skill in adapting analytical methodologies and evaluation criteria to analyze and resolve complex problems. Expert knowledge of VA databases, software, and systems.
