You will serve as an Accountant in the Accounting Division; Comptroller Department of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Duties
You will serve as a financial and/or operational accountant performing professional accounting system analyses through the application of generally accepted accounting principles and techniques with minimal guidance.
You will review and interpret laws, policies, regulations, and directives pertinent to financial management to determine their impact on financial management operations.
You will analyze various sources of information to determine the need for revision and improvements in the accounting system and presents to management alternative solutions for necessary changes.
You will review financial data and transactions for compliance with pertinent regulations, policies, and guidelines.
You will research errors; determine and post correcting entries.
You will maintain work logs and other reference/historical files.
You will develop a wide variety of financial reports and analyze accounting information, identify trends and provide recommendations.
You will provide guidance and technical leadership to system users and junior team members.
You will be responsible for documenting desk procedures as required.
You will assist with Financial Improvement Audit Readiness (FIAR) and audit samples as assigned.
You will be responsible for Financial Reporting to include Dormant Account Review of Commitments, Obligations, Accruals, Accounts Payable, and Accounts Receivables.
You will be responsible for leading, performing, working and/or correcting Cash/F110 file certification, Unmatched Cash Disbursements and Collections, DTS (Travel) Rejects, Vendor Pay, Shipping Reconciliation and Manual Obligations.
You will be responsible for contract reconciliation to assist with contract close out.
You will be responsible for initiating Contract Deficiency Reports for internally entitles contracts as part of the Vendor Pay team.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-03 pay band (GS-09/11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant analyzing and interpreting financial data to ensure accuracy and compliance with pertinent regulations, policies or guidelines.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
- A degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. These 24 hours may include up to 6 hours of credit in business law; OR
- A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement outlined above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meets the specified requirements.
TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:
- A Ph.D. or equivalent doctoral degree in accounting; or a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in accounting; or leading to a Ph.D. or equivalent doctoral degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
