IOWA AIR NATIONAL GUARD - TITLE 32 EXCEPTED SERVICE POSITION This position is open to current military members of the 133rd TS, Fort Dodge, Iowa Air National Guard LOCATION: 132d Wing, Des Moines, Iowa

Duties

As a SUPERVISORY IT SPECIALIST (INFOSEC/NETWORK), GS-2210-13 your duties are below; 1. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. 2. Plans, organizes, and oversees the activities of a CPT, ICS, ACD, C3MS, or NMT operations section. Develops goals and objectives that integrate organization and CYO objectives. Plans work for accomplishment by subordinate teams. Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments to ensure the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides direction and advice regarding policies, procedures, and guidelines. Reviews work and management techniques of subordinates. Makes decisions on work problems presented by subordinate operators. Coordinates with representatives of other Section Supervisors and the Operations Officer and Commander in the oversight of operational events, exercises, assessments and projects. Oversees management of CYO Weapon System tools. 3. Prepares Unit Training Assembly, Annual Training and currency training events for Mission Ready Cyberspace Operators and is prepared for events in order to optimize training time available. Monitors assigned military members' go-no-go readiness status and ensures deficiencies are recognized. Works with scheduling section to provide opportunities for assigned members, to maintain full mission readiness. Ensures training for each event has been prepared and is ready. Coordinates with maintenance section to ensure all assigned equipment is in good working condition and ready for each training and mission event. 4. Performs cyberspace operations that protect the nation (or assess the capability to protect and defend) information and information systems by ensuring their availability, integrity, authentication, confidentiality, and non-repudiation. Provides for mission assurance of information systems by incorporating protection, detection, and reaction capabilities. Conducts risk and vulnerability assessments of DoD information systems to identify associated vulnerabilities, risks and protection needs. Provides technical and subject-matter expertise to improve the defenses of assessed missions and systems. Defends missions and systems against adversary exploitation. Operates in-garrison and deployed cyberspace weapon systems. At a minimum, maintains currency as a qualified Cyberspace Operator. 5. Performs other duties as assigned. D2330

Requirements

Qualifications

MINIMUM REQUIREMENTS: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE REQUIREMENTS: GS-2210-13: Must have at least 36 months experience in the following: Skilled in weapon systems, crew positions, and developing policies used to assess Cyberspace Operator mission readiness. Experiences included coordinating with MAJCOMs, Numbered Air Forces, Group Standardization and Evaluation, and active duty counterparts to validate that the unit's evaluation program reflected AF standards and metrics. Experienced in developing procedures used to assess an operator's currency and readiness to perform contingency and training missions. Skilled in identifying performance trends and knowledgeable in applying remediation to improve operator performance. Demonstrated abilities, skills, and knowledge competencies required to assess and document a Cyberspace Operator's evaluations and qualifications. Capabilities to write clear directions for the Crew Information Files that provide timely operational requirements for operators to read before they are cleared to conduct missions. Knowledgeable of published cyber operation regulations. Experienced in analyzing, evaluating and examining Cyberspace Operators in order to determine their proficiency levels as required to operate cyberspace weapon systems and meet the of particular crew positions' standards and special mission profiles. Skilled in conducting scheduled and unscheduled positional, written and supplemental evaluations and examinations. Must have expanded competencies that involved instructing, verifying, and certifying employees' qualifications when the employees were nominated for the Instructor Cyberspace Operator and Standardization and Evaluation Examiner (SEE) upgrade qualifications. Experiences included performing cyberspace operations that protected and defended (or assessed the capability to protect and defend) information and information systems that ensured availability, integrity, authentication, confidentiality, and non-repudiation. Capabilities included information systems mission assurance by incorporating protection, detection, and reaction capabilities. Experienced in conducting risk and vulnerability assessments of DoD information systems that identified vulnerabilities, risks and protection needs. Provided technical assessments and subject-matter expertise that improved mission and system defenses. Must have a full-range of competencies as an experienced and qualified Evaluator Cyberspace Operator. Must have comprehensive knowledge and understanding of information technology, cyberspace operations, and the unit's tasked missions to develop and monitor unit policies and procedures. Experienced in delivering assessed changes to higher-level policies, standards, directives or operations manuals that provided impacts on unit plans, policies, programs or operations. Must have experiences in the cyber program regulations, procedures, policies, and guidelines. Skilled in presenting formal and informal briefing and written reports in regard to the Cyberspace program mission readiness. Skilled in conducting and assessing on-line and classroom training that resulted in effective and efficient training environments. Experiences included recommendations to senior leaders to adopt new concepts, criteria, and standards for inclusion in cyberspace operations training programs.

Education

An undergraduate degree from an accredited college/university is mandatory. The degree must be in Computer and Information Sciences and Support Services with desired courses in Computer Engineering; Engineering Physics/Applied Physics; Industrial Engineering; Electromechanical Engineering; Electrical, Electronics and Communications; Computer Technology/Computer Systems Technology; Cyber/Electronics Operations and Warfare; Mathematics and Computer Science; Accounting and Computer Science; Computational Science; and Management Information Systems; or Mathematics.
