The purpose of this position is to serve as a Safety and Occupational Health Manager and perform analytical and operational work in support of the Safety and Occupational Health Program. Duties

The major duties of the Safety and Occupational Health Manager position include, but are not limited to, the following: Provide technical support to the safety programs of supported parks in areas such as noise, asbestos, carbon monoxide, welding fumes, silica dust, solvent vapors, oxygen-deficient atmosphere, toxic and explosive gases, flammable materials, blood borne pathogens, laboratory hazards, chemical hazards mechanized equipment hazards, confined space, and work processes. Conduct annual safety inspections and evaluate workplace environments, equipment, or practices to ensure compliance with safety standards and government regulations. Investigate accidents to identify causes or to determine how such accidents might be prevented in the future. Develop local safety and environmental directives and recommend measures to help protect workers from potentially hazardous work methods, processes, or materials. Develop and provide Safety education and training.

Qualifications

All qualifications must be met by the closing date of this announcement-11/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. BASIC QUALIFICATIONS: To qualify for the Safety and Operational Health Manager GS-12 position, you must meet the following requirements by the closing date of this announcement: EDUCATION: Undergraduate or graduate level education in a major study related to one of the following areas: safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. - OR- EXPERIENCE: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. - OR- CERTIFICATES: Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. -AND- MINIMUM QUALIFICATIONS: To qualify for the Safety and Occupational Health Manager position at the GS-12 grade level, you must meet the following minimum qualifications by the closing date of this announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) Experience with safety management, policies, procedures, accident reporting and analysis, and establishing policy and management of safety management plan (2) Experience in reviewing technical construction planning, identifying workplace and worksite hazards, and enforcing PPE regulations (3) Applied use of the Occupational Safety and Health Administration (OSHA) Standards and NFPA Standards to develop and implement a Safety and Occupational Health Program (4) Served as the subject matter expert in one or more specific areas of safety and occupational health. You must include hours per week worked. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
