Duties

These positions serve as a Planning and Environmental Specialist for the Paria River and Color Country Districts. Constructs National Environmental Policy Act (NEPA) and land use planning documents in accordance with guidelines and procedures. Works with an interdisciplinary team to ensure sufficient involvement from the public in NEPA and planning processes. Reviews NEPA documents to ensure all applicable laws and regulations are followed. Ensures all NEPA documents are appropriately uploaded to electronic review sites and properly filed.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify at the GS-09 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-07 level equivalent in difficulty and complexity to perform the duties of a Planning and Environmental Specialist. Qualifying specialized experience includes: working with various natural resources programs such as cultural resources or threatened and endangered species; developing National Environmental Policy Act (NEPA) or other environmental documents; implementing policy or regulations in the development of NEPA or other environmental documents; and communicating efficiently through writing or public speaking to address environmental analysis or land use planning. OR Education: To qualify based on education you must have a Master's or equivalent degree, or two (2) full years (36 semester hours) of graduate-level education leading to a master's or equivalent graduate degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 18 semester hours may be combined with experience. To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level equivalent in difficulty and complexity to perform the duties of a Planning and Environmental Specialist. Qualifying specialized experience includes: securing public engagement or input in land use planning or National Environmental Policy Act (NEPA) programs; utilizing organizational policies, goals and interdisciplinary programs when developing land use plans or environmental documents; reviewing planning and NEPA documents ensuring proper format or grammar, and confirming verbiage follows policy and regulations; and analyzing ecological or environmental data to provide informed recommendations on land use planning or other such cultural/natural resource programs. OR Education: To qualify based on education you must have a Ph.D. or equivalent doctoral degree, or three (3) full years (54 semester hours) of graduate-level education leading to a Ph.D. or equivalent doctoral degree in a related field of study. OR Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the difficulty and complexity to do the work of this position. Only graduate level education in excess of 36 semester hours may be combined with experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files. Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
