Duties

This position serves as the Project Manager for the Paria River District. Performs the full range of project management activities to include proper planning and management of available resources to ensure established performance expectations are met. Develops schedules which efficiently plan for and control project activities. Facilitates informed and cooperative communication regarding key issues between BLM decision makers, other Government organizations/entities, Tribes, Non-Government organizations, local organizations, and community leaders. Ensures that execution of the work is done according to the approved project plan. Monitors progress of the project and makes adjustments as necessary to ensure successful completion. Prepares, presents, and communicates work related information to management on major work problems and issues. Prepares environmental analysis and documentation, federal register notices or other public notifications.

Qualifications

To qualify at the GS-11 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Project Manager. Examples of qualifying specialized experience include understanding of National Environmental Policy Act (NEPA) to plan, schedule, coordinate and manage projects of moderate complexity; creating and implementing a variety of administrative records to be utilized by a wide variety of potential offices or litigation parties; analyzing plans, proposals, or ideas submitted by others making technical changes and developing alternatives; and working with team members, staff specialists, management officials, other federal and state agencies, and groups of people with diverse backgrounds on project operations. OR Education: To qualify based on education you must have 54 semester hours of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. OR Combination of Education and Experience: Only graduate education in excess of 36 semester hours may be used to qualify applicants. To qualify at the GS-12 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Project Manager. Examples of qualifying specialized experience include comprehensive understanding of National Environmental Policy Act (NEPA) to plan, schedule, coordinate and manage complex and/or controversial projects; creating and implementing long-term, complex administrative records to be utilized by a wide variety of potential offices or litigation parties; synthesizing and abstracting complex matter into clear issue papers that offer guidance and culminate in briefings, recommendations, and public presentations; and using leadership and management to ensure efficient project operations and effective coordination between team members, staff specialists, management officials, other federal and state agencies, and groups of people with diverse backgrounds. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associated to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
