This National Guard position is for a IT SPECIALIST (CUSTSPT) (TITLE 32), Position Description Number D2182P01 and is part of the FL 125th FW, National Guard.

Duties

As a IT Specialist (CUSTSPT), GS-2210-09/11, you will manage the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units (GSU), and Tenants. Plans, coordinates, installs, and continuously analyzes system design, hardware and software. Develops, recommends, and installs solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Provides Information Assurance systems support for all disciplines, ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. Performs system audits to assess security parameters and performance of IA controls within the network environment.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. NOTE #1: This position is categorized as IAT Level II IAW DOD 8570.01. Selectee must obtain required formal training within 6 months of hire date. FLANG BUS Code NG0523: This position is "included" in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 86 and the President is Mr. Robert Morgan at [email protected]. MILITARY GRADES - Enlisted: E4 thru E7 GENERAL EXPERIENCE: Must have experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: GS 09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training receiving, maintaining, and issuing data storage media for computer operations; experience in scheduling the use of computer time for program processing; experience collecting and sequentially staging input media with associated program instructions for processing; experience in at least one programming language; experience with detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language; experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow; experience in analysis of the interrelationship of pertinent components of the system; experience planning the sequence of actions necessary to accomplish the assignment; experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. SPECIALIZED EXPERIENCE: GS 11 Must have at least one year of specialized experiences at the GS-10 level or the equivalent which provides knowledge and/or experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade 11 . STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

At the GS-9 level, a Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
