The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Lead and oversee implementation of NCTC's Standard Minimization Procedures governing access to unminimized FISA information, including but not limited to:
Leading and facilitating NCTC participation in Department of Justice Oversight Reviews.
Participating in regularly scheduled interagency working groups.
Development, in consultation with NCTC Legal, of all FISA training materials and job aids for the NCTC workforce.
Drafting of information technology development requirements for systems processing and storing FISA data.
Management of user focus groups for IT systems processing and storing FISA data.
Creation and coordination of NCTC input to all FISA oversight reports and transparency releases related to the NCTC FISA program.
Collaborate with mission, IT, legal, and policy offices to develop IT requirements for the use and handling of sensitive datasets to advance mission use of data while ensuring compliant data handling pursuant to legal authorities, data provider agreements, and internal policy.
Continually expand personal expertise with regard to the development and implementation of information sharing tools, technology, plans, and policies to facilitate the cooperation and effective coordination of the Office of the Director of National Intelligence (ODNI), the IC, and other U.S. Government agencies.
Plan, develop, and implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy.
Plan, develop, and oversee the implementation of interagency information sharing activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders, to include planning and participating in interagency meetings.
Plan, prepare, and present briefings, reports, and presentations to ODNI leadership, senior policymakers, IC members, and other intelligence consumers in a manner that meets their specified requirements.
Qualifications
Mandatory Requirements:
Excellent demonstrated analytic and critical thinking skills, including the ability to think strategically, identify needs and requirements, develop alternatives, and evaluate outcomes against goals and objectives.
Demonstrated ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments.
Demonstrated ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust.
Extensive interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively at a senior level within an interagency environment on complex issues requiring negotiation and consensus-building.
Demonstrated ability to communicate clearly, orally and in written reports and documents, policies, plans, and programs related to improving information sharing across the U.S. Government.
Exercise independent priorities and plan research and other projects; establish project goals.
Bachelor's Degree, or equivalent studies.
Desired Requirements:
Proficient in navigating any IC element's FISA system, including the targeting, minimization, querying, and dissemination procedures/processes.
Experience working in a NCTC mission component.
