About the Position: This is a Supervisory Contract Specialist, GS-1102-13 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District with a duty station of Fort Worth, TX.
Duties
Serve as a Contracting Officer with unlimited signatory authority to execute both pre award and post award contract actions.
Provide technical direction over procurement and contracting activities in areas of preparation and issuance of sources sought announcements.
Advise primary customers and District office personnel in all phases of the acquisition process.
Supervise, plan, and direct a Section within the Execution Branch to include overall personnel management activities to include positions and pay, selection, or participation in the selection of subordinate employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must file initial and annual Financial Disclosure (OGE-450).
- Must obtain DAWIA certification in the Contracting Career Field within 24 months.
- Appointment may be subject to a 1 year supervisory probationary period.
- Temporary Duty (TDY) Travel is required up to 15% of the time.
- Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Education Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: 1.) Performing at least 2 of the following contracting officer duties; awarding contracts, negotiating modifications, and reviewing Contracting Officer Representative reports for a contracting organization; 2.) Developing procurement or contract administration strategies that incorporate necessary staff and/or financial resources; 3.) Advising leaders on spend analysis and trends in contract administration; and 4.) Reviewing the work of team members for quality and/or regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
