The primary purpose of this position is to serve, ACQUISITION SUPPORT SPECIALIST. The Government Card Procurement Branch performs expedited purchasing of commercial supplies and services at or below the micro-purchase threshold. Providing direct purchase from vendors rather than using contractual vehicles. Maintains purchase logs and documentation of purchases.
Duties
Provides assistance to personnel involved in developing/revising technical specifications, Performance Work, Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOD), Performance Plans, Performance Requirements Summary (PRS), Quality Checklist, and/or other pre/post-award activities.
Requires a general knowledge of Acquisition regulations and policies to ensure guidance provided is effective and meets the need or requirements and contracting personnel.
Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Evaluates requirements for additional resources, and balances organization needs with overall mission requirements and resource interests.
Establishes, develops, and maintains effective relationships with other entities and participates in special projects, initiatives, and performs special assignments.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry Series, 1101. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
EXPERIENCE REQUIREMENT: Applicants must have or will have within 120 days of the closing of this announcement, at least three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01/GS-04 grade level, which includes knowledge of the basic principles, concepts, and methodology of the classified title.

EDUCATION REQUIREMENT: Applicants must have successfully completed a full four-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisitions, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
