The primary purpose of this position is to serve as the facilities manager and facilities sustainment, restoration, modernization (FSRM) project manager responsible at different times for facility operations, maintenance, repair, and renovations in all USSOCOM HQ's facilities, grounds, and parking lots at MacDill AFB, Florida.

Duties
Responsible for the facilities management and physical security infrastructure of HQUSSOCOM's thirty-three buildings totaling 794,165 square feet.
Project planner, manager, and quality assurance engineer (QAE) for specified facilities sustainment, restoration, modernization (FSRM) and minor construction projects and other projects as assigned supporting SOCOM HQ's.
Government Purchase Card (GPC) Manager. Responsible for legal purchase of supplies and services using the GPC. Responsible for accuracy of information provided to approving official.
Ensures the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Facility Operations Services Series, 1640.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan such as a complex industrial maintenance facility, with varied functions requiring different operational procedures to inspect facilities evaluate use patterns and identify maintenance or restoration requirements; analyze facility and equipment requirements; and industrial, administrative and warehouse type facility needs with respect to Occupational Safety and Health Act (OSHA) standards. Knowledge of military budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repairs, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of security, safety, fire protection procedures and fire drills, utility management, and proper hazardous waste disposal. Knowledge of contracting procedures and methods of evaluation of work performed by contractors for various service and maintenance contracts. Knowledge of hazardous waste management and other hazardous materials to enforce Depqrtment of Defense (DOD), Army, Federal, state, and local regulations as they apply to United States Special Operations Command (USSOCOM) facilities. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations as applicable to industrial, administrative and warehouse type facilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of principles, concepts, and practices concerning complex technical requirements for facilities and equipment management.
2. Knowledge of HQUSSOCOM facilities major systems operations not limited to but includes HVAC and environmental control systems, UPS, electrical systems, emergency response systems, plumbing, and the physical characteristics systems of secret/top secret buildings.
3. Knowledge concepts, principles and practices of security classified material, and Special Security Office (SSO) SCIF security procedures, industrial and personal security concepts, principles and practices.
4.Ability to communicate orally and in writing, clearly concisely and effectively.
5.Ability to read and interpret paper or computer-generated engineering drawings and schematic diagrams and to use Computer Aided Design (CAD) and other automated systems to retrieve, maintain and update documents and records.
6.Skill in using computers, plotters, copiers, faxes, scanners, CAD and engineering project management software and Microsoft Works programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
