The primary purpose of this position is to: serve as the senior level behavioral health and social service program manager in the United States Special Operations Command, Preservation of the Force and Family Division, providing enterprise-wide guidance, program quality control and standardization, professional technical guidance and centrally developed program oversight.
Duties
Provides strategic, professional and nonprofessional technical guidance as well as seasoned consultative advisory services to multiple USSOCOM senior leaders, POTFF representatives, and other specialists on the effective use of Services programs to support goals and objectives and produce results that accomplish missions for the agency and assigned commands.
Plans, conducts and/or leads studies to improve Services programs and/or influence DoD, Service and USSOCOM medical and personnel policy changes for assigned multiple Combatant Commands that typically involve long-range, highly complex, and often politically sensitive topics.
Directs and performs evaluations of a full range of programs at assigned commands and subordinate Component Commands and develops and executes improvement/enhancement plans.
Exercises supervisory personnel management responsibilities.
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with assigned Component Commands' leadership, supervisors, customers, and co-workers; may conduct or leads conferences.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmic view point to ensure overall information protection requirements meet mission requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC REQUIREMENTS
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
AND
In addition to meeting the basic entry qualification requirements above, applicants must have specialized experience and/or directly related education in the amounts shown below.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Mastery knowledge of a wide range of advanced principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Mastery knowledge of service functional areas such as behavioral health, family support programs and other health promotion programs to provide authoritative guidance, advice, and policy interpretation to high level management officials, program managers, and other specialists throughout USSOCOM and developing solutions to especially complex program improvement. Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources and require extensive changes in established concepts and procedures.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how behavioral health and social service programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems.
2. Knowledge at an expert level of behavioral health and social service needs assessments and program development and service delivery to provide expert professional consultation and program evaluation planning and execution.
3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures across a major military command or comparable organization to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
4. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies; negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
5. Ability to interpret and implement USSOOM, Services, and DOD policies and procedures and to develop command wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program.
6. Knowledge and skill in safeguarding collateral Sensitive Compartmented Information classified national information and other sensitive information.
