Duties
This position is located in the Victim Witness Section within the Criminal Division of the United States Attorney's Office for the District of Minnesota. The purpose of this position is to serve as the Supervisory Victim Witness Specialist charged with overseeing and managing the program's staff and related projects. The Supervisory Victim Witness Specialist oversees the daily operations of the victim assistance program, including assisting staff who are directly in matters that involve victims of crime.
If selected for this position, you will serve as the Supervisory Victim Witness Specialist in the Victim Witness Program Section of the United States Attorney's Office - District of Minnesota. Typical work assignments will include:
Directly supervising subordinate staff. Planning work to be accomplished by subordinates, setting goals and priorities, and preparing schedules for completion of work. Providing technical advice and assistance to resolve problems referred by staff.
Developing and implementing specific program activities within the District that promote compliance with victim-witness laws.
Establishing and maintaining mutual communication between the District and tribal, federal, state, and local law enforcement, social service groups, and other organizations concerned with promoting the rights of victims and witnesses under applicable law, as well as providing direct services to crime victims and witnesses relevant to District legal activities.
Providing authoritative advice and guidance to District staff, the U.S. Attorney, and to senior staff in tribal, federal, state, and local legal and law enforcement organizations.
Determining program eligibility for victim-witness services.
Assisting staff by securing a wide variety of specialized victim and witness services.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
To be eligible at the GS-12 level, you must have at least one full year of specialized experience equivalent to the GS-11 level in Federal Service.
Specialized experience is defined as experience performing a majority of the following types of duties: providing advice to management on tribal and victim matters within the district; providing program oversight and guidance on victim assistance matters; determining eligibility for victim-witness services; providing direct services and support to crime victims throughout the legal process, assuring compliance with laws and policies concerning crime victims; developing program protocols for the victim-witness assistance program; conducting workshops, seminars and meetings with victim-witness subject-matter specialists, tribal, federal, state and local officials; and assisting crime victims with obtaining services such as interpreters, transportation, federal programs and funds,(i.e. Emergency Witness Assistance Program, Federal Crime Victim Assistance Fund, Trafficking Victims Protection Act, etc.)
