Duties
This Transportation Security Specialist position is located in Operations Security, Policy Plans and Engagement (PPE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Plans and carries out complex and comprehensive analyses involving foreign aviation security programs, plans, and initiatives. Provides technical advice and support to, the branch and field elements. Makes proposals to management to enhance overall effectiveness of the organization and assists in the creation of internal processes that standardize cargo branch workflows.
Establish and provide policy guidance/procedures to others, both internally and externally, and provides recommendations to improve procedures.
Represents the Transportation Security Administration (TSA) as a technical specialist on projects, programs, and other work activities, and provides technical guidance to managers and staff concerning, passenger and cargo security, inter-governmental, and intra-governmental
cooperative agreements.
Plans and carries out complex and comprehensive analyses involving global transportation security programs, plans, and initiatives. Research on behalf of and provides technical advice and support to the branch and field elements.
Note: The duties are at the full SV-I performance level.
Qualifications
To qualify at the SV-H (GS-12) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-G (GS-11) in the Federal service. Specialized experience MUST include all the following:
Conducting analysis of international transportation security programs and policies; and
Drafting and/or reviewing written documents (e.g. policy guidance or reports); and
Providing technical advice or guidance on international transportation security policies and regulations
To qualify at the SV-I (GS-13) grade level: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-H (GS-12) in the Federal service. Specialized experience MUST include all the following:
Conducting analysis of international transportation security programs and policies; and
Drafting and/or reviewing written documents (e.g. policy guidance or reports); and
Recommending changes to practices and procedures to better conform to international security policies, directives and regulations.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
