This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), Atlanta Regional Office. This position is inside the bargaining unit.

Duties

Duties for this Position Include: Serves as an agency expert on workforce development programs, including highly complex and unusual issues, and is recognized as a subject matter expert in the field. Provides authoritative advice and consultation to ETA officials and customers on highly complex workforce development issues and concerns. Serves as a Regional Program Lead for one or more workforce development programs or functions. Provides leadership to individual workforce development specialists and/or teams or groups of specialists. Develops and delivers training and on-the-job training for Federal staff. Develop expert knowledge of program area, applicable statues, regulations, legislation, policy and agency standard operating procedures in order to serve as an agency expert on workforce development programs. Manages a grant portfolio within the assigned program area(s) of high complexity, scope and impact, and conducts the day-to-day grant management. Ensure that grant activities are being conducted in compliance with the grant agreement, applicable Federal regulations. Maintains grant files and adheres to grant management documentation requirements established in Employment and Training Orders (ETOs). Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements. Identifies grantees' individual and collective training and technical assistance needs. Studies new and proposed legislation and regulations to determine impact on the program. Participates in development of major technical assistance events and development and delivery of training for grantees and other stakeholders. Leads and conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs). Prepares highly complex monitoring reports upon the completion of a monitoring review. Serves in a senior capacity in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders. Prepares and delivers presentations to various internal and external audiences on workforce development programs. Prepares and conducts briefings for ETA officials and other stakeholders on workforce development guidance and policy. Communicates Federal and grant award requirements to grantees to ensure understanding of grant requirements.

Requirements

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-13 includes three of the following: 1. Reviewing and evaluating ETA funded proposals, grants, and other documents for technical accuracy. 2. Conducting presentations that promote ETA funded workforce development programs. 3. Analyzing, interpreting, and/or reporting on data related to ETA funded grants, contracts, or other ETA program related matters to identify opportunities for improvement. 4. Conducting reviews and analyses of ETA funded workforce development programs and grant projects to identify and address compliance issues and areas of concern and to make sound recommendations for improvement.
