This position is located in the Department of Labor, Employment and Training Administration. ETA provides Federal financial assistance (including grants, cooperative agreements, and contracts) and technical assistance to State and local levels that provide workforce development services to various adult and youth populations. Assignments are influenced by direction flowing from workforce legislation.
This position is inside the bargaining unit.
Duties
Collects, organizes and analyzes data required in development of various planning, contractual and informational documents. Prepares service delivery contracts and training agreements. Works with contractors to identify potential issues and conduct research on policy guidance and legislation. Reviews policy and guidance for contractors and other specialists in the field.
Leads and/or performs analyses of program-related data, policy and program issues, and negotiates acceptable agreements to resolve conflicts and controversial disputes.
As a Regional project lead, evaluates performance reviews, studies, and makes recommendations for program improvement and corrective actions for high-profile regional products.
Provides authoritative advice and consultation to ETA officials and customers on highly controversial workforce development issues and concerns. Recommends new approaches and alternatives to address current or anticipated problems. Negotiates acceptable agreements to resolve conflicts and controversial disputes in accordance with regulations.
Develops program-related guidance, legislative proposals, policy materials such as analytical papers, and/or programmatic materials describing initiatives.
Prepares and conducts briefings for various audiences on workforce development guidance and policy.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- May require a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- May require Contracting Officer Representative (COR) Level III Certification
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-12, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform duties of the position.
SPECIALIZED EXPERIENCE - APPLICANTS MUST HAVE EXPERIENCE IN ALL FOUR OF THE FOLLOWING:
1. Applying a wide range of grant and contract principles and concepts, and providing comprehensive advice to management and clients.
2. Conducting workforce studies, analyzing the results, and making sound recommendations for appropriate changes to or improvement in the workforce program.
3. Advising and consulting with a variety of customers, presenting findings and recommendations, negotiate agreements, and secure cooperation.
4. Developing and delivering guidance and training to various stakeholders.
Education
There is no education substitution at the GS-13 level.
