This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a Weapons Systems Policy Analyst and subject matter expert (SME) with responsibility for developing, coordinating, and representing DoD policies in the area of FMS and weapon systems.

Duties

As a WEAPONS SYSTEMS POLICY ANALYST at the GS-0301-13/14 some of your typical work assignments may include: Maintains a detailed familiarity with technological and industrial process-oriented matters of interest to the Agency, also by representing the Agency in intra-DoD and interagency discussions related to the management of technically sensitive defense article transfer issues, arising from the implementation and management of U.S. Security Assistance (SA) and arms transfer policies and programs. Develops, coordinates, and represents DoD policies in the area of weapon systems technology. Reviews and interprets national SC and arms transfer policy guidelines in the context of sensitivity to technology transfer concerns and overall national security policy objectives. Prepares briefing papers, positions papers, replies to Congressional and other governmental inquiries, and providing input, analysis, and judgment on papers with technical content, related to defense sales, prepared outside the Division as appropriate.

  • Work may require travel away from the normal duty station on military or commercial aircraft.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Assisting in the coordination of Foreign Military Sales and/or Weapons Systems sales and technology transfers between military departments Applying national security and arms transfer policy guidelines in the context of technology transfer concerns and overall national policy objectives and Planning, scheduling, organizing tasks, and conducting all phases of projects relating to weapons policy You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Developing, coordinating and representing policies in the area of weapon systems or defense related programs. Interpreting and applying national security and arms transfer policy guidelines in the context of technology transfer concerns and overall national policy objectives. Formulating appropriate policy recommendations and procedural recommendations related to technology transfers and weapons sales in support of policy objectives in support of Foreign Military Sales (FMS) or other Defense related programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
