WHAT IS THE CHIEF FINACIAL OFFICERDIVISION?

Vacancies will be filled in the following specialty areas:
Chief Financial Officer, Deputy CFO, Senior ACFO Financial Management, Administration
The following are the duties of this position at the full working level.
Coordinates the efforts of Business Operating Division training programs, including program guidance, resource allocation, synchronization of training activities, reporting, and metrics. Organizes periodic training and leadership conferences to coordinate efforts of business unit training programs, assess program effectiveness, and solicit feedback.
Serves as an advisor for training and workforce development initiatives throughout the CFO organization.
Develops operational procedures, conducts periodic evaluations of internal training and career pathing programs, staffing analysis, and prepares reports of findings.
Conducts annual review of program requirements, prepares programming budgeting requests, and develops plans for use of training and salary resources.
Expert at monitoring training expenditures and obligations in the financial management account systems; recommends modifications as appropriate. Supports all phases of the assigned training or personnel programs, to include developing the monthly, quarterly, and annual requirements. Independently prepares funding document for training with a cost.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: To be minimally qualified for this position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with operating programs and the interrelationships among them to perform program analysis; Experience dealing with top level executives and business units to establish and maintain effective relationships and gain confidence and cooperation; Experience in the application of the laws, theories, principles, and practices of human resources and training development, specifically, curriculum review and assessment; Experience independently conducting needs assessments, curriculum design, and curriculum development; Experience with written and oral communications sufficient to prepare and present findings and recommendations, carry out specific action regarding controversial issues, and develop material for use in public speaking engagements.
SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with analytical and evaluative methods and administration of programs to participate in the assessment of program development and to determine effectiveness of assigned programs; Experience analyzing data for programs of strategic importance and developing new approaches and/or improving existing techniques for program delivery in training and human resources; Experience independently assessing human resource policies to administer programs and improve existing business processes; Experience developing recommendations in providing training, participating in various workgroups, and conducting final presentations to all levels in the organization; Experience with Oral and written communication techniques to write and present plans and proposals convincingly, negotiate effectively, and reconcile conflicting interests and points of view.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
