The position is located in the Department of Veteran Affairs (YA), Veterans Health Administration, Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center Environmental Management Service (EMS) in the Interior Design Section. The purpose of this position is to create an interior environment that promotes the health and welfare of employees and the general public ln the most efficient and cost-effective manner for the department.

Duties

Responsible as the supervisor for ensuring that the work assignments of two (2) other Interior Designers, of EMS, are carried out by performing a range of duties. Overall, the incumbent is responsible for two (2) full-time Interior Designers, two (2) Painters, and two (2) Maintenance Workers. Distribute and balance the workload among employees in accordance with established work flow or job specialization, assure timely accomplishment of the assigned workload, and assure that each employee has enough work to keep busy. Keep in touch with the status and progress of work, make day-to-day adjustments in accordance with established priorities, and obtain assistance from the Chief, EMS, on problems that may arise, such as backlogs which cannot be disposed of promptly. Keeps Chief of EMS, informed on expected time of work completion. Maintains records of work accomplishments and time expended and prepare production reports as requested. Instruct employees in specific tasks and job techniques and make available written instructions, reference materials, and supplies. Give on-the-job training to new employees in accordance with established procedures and practices. Maintain current knowledge of interior design standards, procedures, policies, directives and answer questions of interior designers. Establish and maintain a HVAMC Interior Design standard finish library for various types of offices and standard operating procedures. Monitor work in progress and review completed work to see that instruction on work sequence, procedures, methods and deadlines have been met. Amend or reject work not meeting established standards, referring questions or matters not covered by standards and problems in meeting performance standards to the Chief, EMS. Resolve complaints of employees at an informal level, as needed. Identifies training needs of employees and resources to receive training. Establish performance standards and complete performance Appraisals. Perform regular interior design duties as set by the Chief' EMS. Inspects, replaces, re-configures furniture as required by conducting continuous inspections of all areas and meeting with stakeholders in the facility and CBOCs. Incumbent establishes, coordinates and maintains a station annual paint schedule to ensure all patient care areas are maintained and reports status of paint schedule to Chief EMS. In addition, the incumbent works with site managers, department chiefs, project engineers, and contractors in planning, designing and developing space including space programming, technical specifications and budgets. Consults with site managers, department chiefs and project engineers on Major, Minor, NRM and station level construction programs. Ensures the safety and welfare of patients, staff and visitors. May participate in the Environment of Care Inspection Program documenting compliance with The Joint Commission, Fire & Safety and National Design Standards as requested. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. OR Basic Education: Undergraduate or graduate degree majoring in interior design or other related field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. (Note: You must attach a copy of your transcripts.) Part-time experience will be credited on the basis of time actually spent in appropriate activities.
