You will serve as a LEAD MANAGEMENT & PROGRAM SPECIALIST in the Director of Navy Staff (DNS), Director of Administration and Operations Division (DNS-1), Data Analytics Management (DNS-10) of IMMEDIATE OFC OF CHIEF OF NVL OPS. Duties

You will be responsible for the oversight, development, and implementation and guidance on all Office of the Chief of Naval Operations (OPNAV) (Echelon 1) Data Analytics guidance. You will be the program manager, ensuring state-of-the-art communication techniques are incorporated for efficient business practices in an electronic age. You will interface with various teams drawing insight from data through the creation of dashboards, visualizations, and other tools for use across the organization to identify patterns and relationships. You will communicate technical data assessments to non-technical individuals, provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical data analytics issues . You will interact with analysts and internal customers to help them to understand business processes, gather requirements, develop analysis methodologies, and coordinate ongoing iterative development of data products. You will analyze available data and identify new patterns and relationships across services and regions and apply a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness. You will utilize technical expertise and critical thinking skills to ensure data is accurate and has a high level of integrity. You will be proficient in using statistical tools to identify, analyze, and interpret patterns and trends to complex data sets. You will work with programmers, engineers, and management to identify process improvement opportunities and propose system modifications.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the knowledge and skill necessary to serve as the authority on all aspects of data analytics, interpreting and implementing high authority policy contained in various public laws, Federal regulations, executive orders, and Department of Defense (DoD) issuances. I am able to communicate well both orally and in writing. Examples of specialized experience include: 1) Developing and implementing administrative policies and procedures that expeditiously and effectively route data analytics requirements and procedures through a large organization; 2) Conceptualizing and quickly establishing business workflows and procedures with the goal to streamline or eliminate inefficient or redundant processes; 3) Utilizing common data science tools, to include familiarity with scripted languages (such as R, Python, SQL, and JavaScript), as well as Microsoft Office and Adobe software; 4) Using and applying editorial practices in English grammar, spelling, punctuation, sentence structure, style, and format via an electronic desktop; 5) Resolving problems and recommending/implementing appropriate action for positive agency-wide transformation to senior leadership; and 6) Applying a knowledge of management principles, techniques, practices, and methodologies.
