About the Position:
This position is located in the Voluntary Education Program within the Directorate for Officer and Enlisted Personnel Management, Office of the Deputy Assistant Secretary of Defense (Military Personnel Policy), Office of the Assistant Secretary of Defense (Manpower and Reserve Affairs), Office of the Under Secretary of Defense (Personnel and Readiness).
This is a Direct Hire solicitation.
Duties
Direct and/or conduct comprehensive and far-reaching studies of special interest to the Department on a full range of subjects regarding active and reserve military personnel engaged or contemplating engagement in workforce development programs.
Assist in articulating requirements for the development of data systems supporting the analytical functions described herein.
Prepare a wide variety of briefing charts, fact sheets and issue papers in support of the military personnel development planning and the Service personnel plans for developing the force.
Develop, maintain, analyze, and revise personnel management historical databases and models used to project military personnel inventories of all types.
Identify issues for study that may be generated by public policy concerns and their relationship to military personnel policy.
Consult with cross-functional teams, to include product owners, designers, developers, researchers to develop data-driven solutions that address business and user challenges.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirement for Data Scientist:
A. Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes collaborating with cross functional teams to develop data-driven solutions that address business and/or user challenges, translating findings of studies into policy recommendations, formulating requirements for the development of data systems supporting analytical functions, testing the effectiveness of developmental data systems for their ability to meet analytical requirements, and recommending data science approaches that will address gap analysis, needs assessment, and/or long and short-term outcomes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
