You will serve as the Chief Data and Artificial Intelligence Officer (CDAO) in the Office of the Chief Information Officer (OCIO) for the Department of the Navy (DON). You will serve as the senior DON official responsible for accomplishing data, analytics, and artificial intelligence (AI) goals in support of the DON Information Superiority Vision (ISV).

Duties

You will serve as the senior official for advancing the DON’s objectives to increase the use of data, analyses, and AI in decision making at all levels. You will lead governance for enterprise-wide data, analytics, and AI in concert with the Navy and Marine Corps. You will establish policies, processes, enterprise standards, organization and enforcement of data, analytics, and AI concepts. You will ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of data, analytics, and AI management and services. You will be responsible for ensuring the timely performance of high-quality work products for the CIO, managing a team of senior researchers, scientists, SMEs and project leads with a broad portfolio of data, analytics, and AI efforts. You will be responsible for innovating and driving capabilities for enterprise data and analytic services in support of the Navy, Marine Corps, and Secretariat.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Cyberspace Workforce position, work role code Data Officer, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Extensive knowledge of and demonstrated experience with the principles, procedures, and tools of data science and analytics, such as modeling techniques, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. 2. Demonstrated experience overseeing secure enterprise data analytics, including the operational use of Artificial Intelligence (AI) and Machine Learning (ML) for maximum business value. 3. Demonstrated knowledge and experience in executive-level IT leadership, including smart governance and data science innovation. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
