This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense in 5 U.S.C. § 9905 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Works under direct supervision of the Police Chief at Fort Irwin, DES Military Police Admin Branch.

Duties

Assigning work and delegating responsibility to subordinate Police Officers to achieve maximum efficiency. Communicate with personnel in the organization to keep them updated on new departmental and command policies, procedures, and directives. Counsel employees on performance issues to guide them toward meeting established standards and goals. Initiate formal requests to fill personnel vacancies and assists in applicant selection Authorize personnel actions for the work unit necessary to recruit for vacancies, promote developmental employees, or review position classification. Verify personnel time and attendance of personnel. Research laws and regulations to update standard operating procedures. Receive all requests and develop plans for police support at special events (ie. ceremonies, festivals, air show, seasonal events) Analyze crime statistics and data to identify possible trends Perform police officer duties when needed to assist in shortages. Analyze emergency situations to determine and coordinate appropriate responses between law enforcement, security, fire and other emergency units. Prepare plans to respond in emergency situations involving the entire community Prepare reports about patrol activities, squad efficiency, discipline, and personnel evaluation to submit to higher echelon.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Occasional TDY travel required.
  • Subject to random urinalysis testing IAW Department of the Army guidelines and under AR 190-56.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. Must work call back and/or emergency overtime when required.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • Designated as mission essential.
  • Incumbent must meet the requirements of AR 190-56: Successfully pass a pre-employment and recurring medical / psychiatric evaluation. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Maintain a valid state driver's license.
  • Complete initial and annual cardiopulmonary resuscitation certification and first aid training.
  • Must meet and maintain all mandatory requirements to include Individual Reliability Program (IRP) IAW AR 190-56.
  • Position is designated as a Key Position
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.
  • Successfully graduated from the United States Army Civilian Police Academy or graduate within a one year of hire date, or next available, unless incumbent has an approved waiver/exemption from the Office of the Provost Marshal General.
  • One year Supervisory probationary period may be required.
  • Position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • Position requires incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year specialized experience includes: 1) Applying law enforcement procedures to instruct on Federal and local laws, traffic laws, established rules, regulations, and legal authorities; 2) investigative procedures, techniques, and methods to resolve crimes and other incidents; and 3) Planning, developing, implementing and monitoring the training program for law enforcement staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).
