You will serve as a Supervisory Contract Specialist in the Contract Policy & EBusiness Division, Contracts Directorate of NAVSEA HQ FIELD SUPPORT.

Duties

You will be responsible for the full scope of contract analysis to include procurement of supplies, services, construction, research and development, and major systems using formal advertising or negotiation procedures. You will serve as a recognized authority to develop and implement recommendations and solutions to contract problems, risks, and outcomes in the pre-award and post-award procedures. You will review proposed contractual actions for conformance with regulatory requirements and procurement practices. You will establish work assignments to be accomplished by employees. You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts. You will evaluate employee performance, recommend appropriate incentives, and initiate corrective actions. You will negotiate agreements through discussion with a proposed contractor on the price and performance terms, and to set forth all these terms in a procurement document. You will plan and conduct the contracting process from the description of the requirements through contract delivery, requiring a knowledge of two or more contract functions. You will resolve disputes and other problems concerning obligations of either the Government or the contractor, and negotiate contract modifications. You will evaluate cost and price proposals, contract changes, repricing actions and final contract pricing to obtain and review data from auditors and technical specialists. You will be responsible for Procurement systems or programs which require extensive analyses and continuing evaluation of potential approaches to establish comprehensive solutions. You will develop policies and procedures or provide advice and guidance to subordinate activities concerning a variety of procurement issues. You will keep employees informed of management and personnel policies.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade pay band, NH-03 (GS-13 (Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional contract specialist managing contracting functions or activities (e.g. cost/price analysis, procurement, negotiations, solicitations, pre and post award processes, contract administration, or contractor performance) to ensure compliance with contract terms or requirements for the construction, repair, maintenance, modernization, or sustainment of surface ships or submarines. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
