You will serve as the Director, Fleet Support Contracts Division in the Contracts Directorate of the Naval Sea Systems Command (NAVSEA). This is a CAREER RESERVED position and a direct report to the Director of Contracts who serves in a Tier III Senior Executive Service position.

Duties

You will be responsible for providing contractual and management direction to two Deputy Division Directors, four Branch Heads, and approximately 14 Procuring Contracting Officers (PCOs). You will oversee the allocation of resources and tasking to an extensive network of supporting Navy Program Offices, field activities, and contractor groups. You will direct and coordinate major procurement operations involving planning, negotiating, and awarding contracts in support of numerous ACAT I through IV and non-ACAT rated Defense Programs. You will be responsible for ensuring maritime superiority by providing acquisition support for a ready and capable fleet of ships and submarines. You will develop, formulate, and establish policy applicable to the Fleet Support Contracts Division and competency aligned Field Activities, giving due consideration to agency needs and relevant social, political, and economic issues. You will establish and direct contract planning guidance and pricing objectives, and understand the impact these actions may have on affected industries.

  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Ability to negotiate a variety of complex contracts for major systems, ship repair, maintenance and overhaul or similarly large acquisitions. 2. Knowledge of the fields of accounting, economics, business law, and contract administration as applied to Department of Defense (DoD) acquisitions. 3. Ability to direct acquisitions for major systems and subsystems, ship repair, maintenance and overhaul, including acquisition planning and analyzing complex contractor proposals of significant dollar value. 4. Knowledge of pricing techniques for major systems and subsystems, ship repair, maintenance and overhaul acquisitions, including business and industrial factors that influence costs. 5. Knowledge of contracting/procurement laws, regulations, policies, practices, and procedures. Education

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

The FY 2020 National Defense Authorization Act amended law to eliminate the requirement at 10 U.S.C. 1724 for 24 semester credit hours of courses in business disciplines for categories of contracting personnel. Applicants claiming they meet the updated basic education requirement of a bachelor's degree but do not possess the 24 semester credit hours of courses in business disciplines should still select response option A under the basic education requirement question.
