Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Regional Field Operations (RFO), Office of Structural and Technical Support (OSTS), in Jefferson, LA.
At the full performance level (GS-09) the major duties of this position include but are not limited to the following:
1. Monitoring and/or uploading all applications, requests, reports, and notifications associated with GOMR offshore platforms for the Technical Information Management System (TIMS), National Consolidated Information System (NCIS), and TIMSWeb databases.
2. Identifying reported damage, insufficient cathodic protection levels, and/or anything else as instructed by OSTS staff that needs to be flagged for a required action.
3. Conducting reviews of all operator submitted OSTS permits and reports for completeness of all regulatory requirements (all attachments, costs recovery fees, etc.) and other policies.
4. Answering questions and providing guidance on regulatory and procedural issues involving acceptable completion and submittal of required reporting, structural permitting, and/or any other OSTS queries.
5. Responsible for issuing, tracking, and closing out Incidence of Non-compliance (INCs) notifications through the NCIS and TIMSWeb systems.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework and may be allowed to telework with supervisor approval.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Range Information:
GS-07: $49, 025 (step 1) to $63,733 (step 10) per annum
GS-08: $54, 292 (step 1) to $70,578 (step 10) per annum
GS-09: $59,966 (step 1) to $77,955 (step 10) per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
A. GS-07 Specialized Experience:
To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-06 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Utilizing software applications, such as Access and Excel for the initial review of requests and reports AND
Receiving and processing submittals and reports in a technical information management system AND
Receiving inquiries related to regulatory and procedural issues.

B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-07 level if you have achieved:
One year (27 quarter hours or 18 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position.

C. Combination of Education and Experience: Appropriate combinations of course work as shown in B for this grade above, plus appropriate experience or additional education that total 100% of the requirement for this grade level. (coursework must be directly related to the work of the position)

A. GS-08 Specialized Experience:
To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Performing database queries and managing applications and/or reports within technical information management systems AND
Assisting engineering teams in technical reviews of engineering reports and/or inspection surveys AND
Reviewing submittals and reports to verify completeness of all necessary documents and fees AND
Handling inquiries related to regulatory and procedural issues and providing support for the development of inquiry responses.

B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-08 level if you have achieved:
One and a half years (40.5 quarter hours or 27 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position.

C. Combination of Education and Experience: Appropriate combinations of course work as shown in B for this grade above, plus appropriate experience or additional education that total 100% of the requirement for this grade level. (coursework must be directly related to the work of the position)

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Executing detailed database queries, managing applications and reports within technical information management systems, and/or focusing on accuracy and compliance with established standards AND
Supporting engineering teams by reviewing technical documents, including engineering reports and/or inspection surveys AND
Reviewing submittals and reports to identify issues with regulatory requirements and policies and/or verify completeness of all necessary documents and fees AND
Responding to inquiries related to regulatory and procedural issues and/or providing guidance on report submissions and permitting processes.
Must meet all.

B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-09 level if you have achieved:
One and a half years (54 quarter hours or 36semester hours) of progressively higher-level graduate education leading to a master's degree or possession of a master's degree in engineering or other field of study DIRECTLY related to the work of this position.
