Duties

This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico Outer-Continental Shelf (OCS) Region (GOMR), Regional Field Operations (RFO), Pipeline Section in Jefferson, LA. At the full performance level (GS-8) the major duties of this position include, but are not limited to the following: 1. Performs initial analysis and subsequently assists pipeline section staff engineers in the overall evaluation and processing of incoming requests and documents. 2. ???????Conducts preliminary technical evaluation for completeness of all administrative requirements, general safety and technical requirements, and compliance with all regulations, Notices to lessees and operators and pipeline Rights-of-way (ROW) holders (NTLs), and other policies. 3. ???????Manages the Technical Information Management System (TIMS) Web portal - Permits/Pipeline and Reports web-based system for all applications, requests, reports, and notifications associated with the Gulf of Mexico Region (GOMR) Pipelines, including those submittals for pipeline risers subject to the Platform Verification Program related to deepwater lease term and ROW pipelines attached to floating structures in the GOMR. 4. ???????Runs data system queries to determine: the status of submitted pipeline applications; various Pipeline Section statistics; and status of pipelines that have been installed for more than 20 years to identify companies that are to submit cathodic protection reports. 5. ???????Communicates received notifications of installations and hydrostatic pressure tests to the appropriate Districts and to the senior staff pipeline engineers immediately to ensure that 48-hour notice is provided. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit. Salary Information GS-06: (Step 1) $42,022 - (Step 10) $54,625 per annum. ???????GS-07: (Step 1) $46,696 - (Step 10) $60,703 per annum. GS-08: (Step 1) $51,713 - (Step 10) $67,231 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series/grade to which you are applying. Specialized Experience: In order to qualify for this position, you must meet either A, B or C for the respective grade level to which you are applying. A. GS-06 Specialized Experience: To qualify for the GS-06, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Assisting with cataloging and/or inventorying technical data. -OR- B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-06 level if you have achieved: One HALF year (13.5 quarter hours or 9 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position. -OR- C. Combination of Education and Experience: Appropriate combinations of education and experience that total 100% of the requirement for this grade level. (Coursework must be directly related to the work of the position) NOTE: Applicants utilizing education to qualify at the respective grade level must provide transcripts (unofficial are acceptable) in order to verify that the educational requirement has been met. GS-07 Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-06 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Cataloging and/or inventorying data related to offshore pipelines; AND Utilizing software applications and databases such as ARC GIS mapping systems for the review of all pipeline applications and requests. Must Meet All. -OR- B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-07 level if you have achieved: One year (27 quarter hours or 18 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position. -OR- C. Combination of Education and Experience: Appropriate combinations of education and experience that total 100% of the requirement for this grade level. (Coursework must be directly related to the work of the position) NOTE: Applicants utilizing education to qualify at the respective grade level must provide transcripts (unofficial are acceptable) in order to verify that the educational requirement has been met. The documents must be received by the closing date of the announcement. GS-08 Specialized Experience: To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Conducting the technical review and analysis of various (proposed) pipeline operation submittals and/or completion reports; AND Compiling pipeline technical data for further technical analysis by engineers; AND Executing database queries to provide a variety of reports and statistics. Must Meet All. -OR- B. Education: You may substitute education (education that is directly related to the work of the position) for experience at the GS-08 level if you have achieved: One and a half years (40.5 quarter hours or 27 semester hours) of progressively higher-level graduate education DIRECTLY related to the work of the position. -OR- C. Combination of Education and Experience: Appropriate combinations of education and experience that total 100% of the requirement for this grade level. (Coursework must be directly related to the work of the position) NOTE: Applicants utilizing education to qualify at the respective grade level must provide transcripts (unofficial are acceptable) in order to verify that the educational requirement has been met.
