The principal function of the position is to be the primary resource of expertise in all Equal Employment Opportunity (EEO) matters at the VA Salt Lake City Health Care System (VASLCHCS). The incumbent is responsible to the Medical Center Director for program development, administration, evaluation, and advisory functions.

Duties

Duties may include, but are not limited to: Responsible for developing, planning, directing, coordinating, reviewing, monitoring, evaluating and updating all program activities. Prepares all related reports required by VA Central office, EEO Commission and OPM, as well as internal reports to keep the Medical Center Director informed of the EEO Program Assigned as Alternative Dispute Resolution (ADR) Coordinator for Medical Center, accurately maintaining the electronic tracking system. Reviews settlement agreements involving informal and formal EEO discrimination complaints for technical accuracy and compliance with VASLCHCS policies and practices. Provides advice, guidance, and assistance in conducting individual investigations. Arranges for and/or conducts EEO trainings. Develops appropriate programs regarding EEO rights and responsibilities in the Federal government. Compile, report, and analyze statistical data of the EEO program. Responsible for securing complaint files, reports of investigation, compliance files, and other pertinent documents needed in relation to EEO complaints. Serves as technical advisor to the Special Emphasis Program/Diversity and Inclusion Committee. Advises management on specific actions in supporting affirmative action and devising strategies for handling discrimination complaints. Oversees the Minority Veterans Program Coordinator (MVPC) outreach efforts, assists with scheduling, planning external activities, arranging travel, documenting efforts, and attending community outreach with/for MVPC when needed. Work Schedule: 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-hoc telework. Telework eligibility will be discussed during the interview process. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge of laws, regulations, executive orders, and court decisions, etc. to provide innovative solutions to EEO problems; knowledge of VA organizational structure and mission(s) of the VA, and skill in analyzing the composition of the workforce according to organizations, occupations, lines of progression, grade and pay levels, race, sex, etc., to identify employment opportunities, determine impact of personnel and other management policies and practices on the EEO program; knowledge of Federal EEO regulations and principles, compliance, and enforcement skills, administrative, management and consulting skills, and knowledge of Federal Human Resource Management (HRM) Administration; arranges for and/or conducts EEO training and provides advice, guidance, and assistance in conducting individual investigations; developing, planning, directing, coordinating, reviewing, monitoring, evaluating and updating program activities which includes programs such as the Affirmative Action Program; identifies and provides workable solutions to systemic problems, as well as individual cases in the EEO arena; eliminates barriers to EEO including agency management policies and practices, and provides advisory and consulting services designed to effect major changes; skill in written and oral communications sufficient to prepare and present findings, recommend and carry out specific actions regarding complex issues, develop and provide program training, and prepare program instructions. You will be rated on the following Competencies for this position: Administration and ManagementCustomer ServiceLeadershipTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work generally involves sitting at a desk and sitting in conferences and meetings except for occasional visits to activity work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required.
