The primary purpose of the EEO Program Manager is to serve as the principal advisor in the area of the Equal Employment Opportunity (EEO), Affirmative Employment, the Civil Rights External Programs, Alternative Dispute Resolution (ADR), and Diversity Management for the facility Executive Director, service line executives, supervisors, and employees. The incumbent is responsible to the Executive Director for program development, administration, evaluation and advisory functions.
Duties
Duties include:
Conduct EEO Training for all managers and supervisors
Serves as technical advisor to the facility's EEO Committee
Compiles and analyzes statistical data in order to evaluate progress of the EEO Program
Develop, implement, coordinate, review, monitor, evaluate, and update all plans associated with the EEO Program
Assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings
Advises management on specific actions in support of affirmative action, and strategies for processing discrimination complaints
Develops an ADR Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation
Maintain an effective diversity management program
Conduct studies and analyses on the utilization of minorities and women in the workplace, identifying obstacles and outlining alternative solutions to identified problems
Lead technical support for TMS, coordinating with enterprise services & Automated Data Processing Application Coordinators (ADPAC) to troubleshoot TMS and on-line training issues
Ensure local TMS administrators, instructors, employees, staff, and supervisors are trained on TMS user interface and assists users with logging onto TMS to complete national mandatory training
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: EEO knowledge to a variety of difficult and complex work assignments; planning and conducting internal investigations; fact-finding and analyzing data in relation to discrimination complaints and investigative processes; managing command-wide programs such as the Affirmative Action Program, and all programs under the Special Emphasis Program; identifying EEO problems and developing concrete action plans to solve problems; advises management on appropriate courses of action to eliminate barriers to equal employment; interpreting regulations and policies. Writing and preparing written counselor reports consulting with cognizant line officials, attorneys, union officials, and HR employees to develop resolutions and disposition to EEO complaints.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
